Job Title: Program Officer (Strong M & E Background)

Location: Maiduguri, Borno
Employment Type: Full-time

Job Summary

  • The Program Officer will be responsible for planning, implementing, monitoring, and evaluating projects across thematic areas. 
  • The ideal candidate will have strong experience in M&E tools and methodologies and will serve as a bridge between field activities, learning, and results-based reporting.

Key Responsibilities

  • Lead program implementation by planning, coordinating, and monitoring ongoing projects across sectors such as health, nutrition, WASH, and protection.
  • Develop and implement robust M&E frameworks, including logical frameworks, indicators, data collection plans, and learning strategies.
  • Coordinate needs assessments, baseline/midline/endline evaluations, and other studies to inform programming.
  • Design and manage M&E databases and ensure the accuracy and consistency of data entry and analysis.
  • Draft donor reports, progress updates, and learning briefs that capture both quantitative and qualitative data.
  • Support proposal development, especially in the design of logframes, theories of change, and measurable indicators.
  • Facilitate training and mentoring of field staff and partners on M&E tools, data collection methods, and performance monitoring.
  • Conduct field visits to track progress and ensure program activities are on schedule and aligned with work plans.
  • Coordinate regular reflection meetings with program staff to analyze findings and adapt strategies accordingly.
  • Collaborate with local stakeholders to ensure inclusive program design and culturally relevant monitoring processes.
  • Ensure compliance with donor and organizational standards for project implementation and data quality.

Qualifications and Requirements

  • Bachelor’s Degree in Social Sciences, Public Health, Development Studies, or related discipline.
  • At least 3 years of experience in program management and M&E in the humanitarian or development sector.
  • Proficiency in data collection and analysis tools (KoboToolbox, ODK, Excel, SPSS, etc.).
  • Excellent analytical, reporting, and writing skills.
  • Strong interpersonal skills and ability to engage effectively with diverse stakeholders.

Preferably:

  • Master’s Degree in a relevant field.
  • Experience working with donors such as USAID, UNICEF, UN-OCHA, or NHF.
  • Fluent in Hausa and/or Kanuri.
