Job Title: Program Manager – Court Administration and Case Management (CACM)
Reports to: CEO
Location: Abuja, Nigeria (with frequent travel Locally and Internationally)
Job Summary:
The Program Manager – CACM leads PPDC’s justice sector innovation initiatives, focusing on reforming court systems to enhance judicial efficiency, transparency, and accountability. The role oversees the digitization of case tracking, automation of records management, and deployment of technology-enabled court solutions. This position engages closely with judicial officers, correctional institutions, law enforcement, and civil society actors to design and deliver scalable access-to-justice models.
Key Responsibilities
1. Program Leadership and Strategy
- Lead the design, planning, and implementation of CACM programs in target states.
- Align projects with broader judicial reform objectives and institutional priorities.
- Serve as a focal point between PPDC, state and federal judiciary stakeholders, and development partners such as INL.
2. Court Automation and Digitization
- Coordinate digitization of court records, case-flow management, hearing schedules, and e-filing systems.
- Lead deployment of Speech-to-Text systems, virtual hearing platforms, evidence archiving tools, and other judicial tech.
- Ensure compliance with legal and procedural standards for digital evidence, case registration, and document handling.
3. Capacity Building and Training
- Develop training curricula, manuals, and SOPs for court staff, registrars, and judicial officers on CACM tools.
- Organize capacity-building sessions and workshops for state-level judiciary and correctional stakeholders.
- Foster innovation and change management practices to support institutional adoption.
4. Stakeholder Engagement
- Build and maintain high-level relationships with the National Judicial Council (NJC), State Chief Judges, NBA, Ministry of Justice, Correctional Services, and court ICT units.
- Facilitate inter-agency dialogues, roundtables, and coalitions for justice sector reform.
- Represent PPDC in national and sub-national forums on judicial modernization and access to justice.
5. Monitoring, Reporting and Impact Measurement
- Design and implement project M&E frameworks to track CACM indicators (e.g., reduction in pre-trial delays, cases digitized, sessions held virtually).
- Conduct court performance assessments and produce benchmark reports to identify gaps.
- Develop real-time dashboards and tools for monitoring caseload trends and outcomes.
- Prepare technical and narrative reports for funders and internal stakeholders.
6. Operations and Field Coordination
- Supervise CACM teams, consultants, and ICT vendors involved in system design and deployment.
- Manage budgets, procurement planning, vendor coordination, and logistics for multi-state project implementation.
- Ensure sustained system functionality, maintenance, and user support after deployment.
Education and Experience
- Bachelor’s or Master’s degree in Law, Judicial Administration, Public Policy, or a related field.
- Minimum of 5–8 years of relevant experience in judicial system reform, access to justice, or public sector digitization.
- Prior experience managing donor-funded justice or governance programs (e.g., INL, DFID, USAID).
- Experience with judicial ICT tools, e-justice platforms, or case management systems is strongly preferred.
Skills and Competencies
- Deep understanding of court operations, judicial workflows, and justice sector dynamics in Nigeria.
- Technical knowledge of legal digitization, court scheduling tools, transcription technology, and CMS platforms.
- Strong leadership, coordination, and stakeholder management skills.
- Analytical mindset with experience in data collection, performance monitoring, and process improvement.
- Excellent written and verbal communication skills, including report writing and advocacy.
- Ability to travel frequently to project states and coordinate multi-site deployments.
