The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ’s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

  • The registered offices of GIZ are in Bonn and Eschborn. Our approximately 23,500 employees, almost 70 percent of whom are national personnel, work in a round 120 countries (July 2020) GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja.
  • Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

Programme

  • Skills Development for Youth Employment (SKYE) Programme The GIZ Programme “Skills for Youth Employment in Nigeria (SKYE)” supports the diversification of the economy in Nigeria through the promotion of demand oriented technical and agricultural vocational training and education (A/VET).
  • Apart from the sectors agriculture and construction, the project is focusing mainly on the automotive, ICT and other sectors.
  • The strategy of the project is to improve the synergy between measures on the demand side for employment (i.e. skilled persons that followed vocational qualification measures, formal and informal TVET and Agricultural-VET (ATVET) measures) with those of the employment supply side (i.e. promotion of a pro-employment environment in the private sector through e.g. job centers, job fairs, short-term training and internship programmes, etc.).
  • The purpose is to develop the matchmaking between the supply and demand of skilled labor force and hence to contribute to the decrease of youth unemployment in the country.

Responsibilities & Tasks
Responsibilities:

The Procurement Officer is responsible for:

  • Procurement of material
  • Procurement of services (contract)
  • Internal service provider und support to the technical team
  • Ensuring overall procurement processes
  • Monitoring of procurement and regular reporting
  • Ensuring overall administrative processes at the SKYE office in Benin City
  • Specifically, the Procurement Officer performs the following tasks:

Procurement of goods and services:

The Procurement Officer:

  • Purchasing materials and services for the GIZ SKYE Benin project based on GIZ processes and rules.
  • Coordinating effectively with colleagues in the administration division and with the procurement officers at SKYE Head Office in Abuja.
  • In accordance with GIZ regulations, procurement of goods and services locally, processes invitations to tender and subsequent orders.
  • Monitors the markets for goods and services
  • Documents and files completed order transactions in reference files and DMS in line with GIZ’s filing rules.
  • Accepts goods and ensures that the receipt is documented, and goods received are checked appropriately.
  • Arranges for the safe transfer of goods to their destination and notifies the technical team of delivery location and time, processing cases of damage in transport.
  • Informs the technical team within the project on time about the status of procurement of goods and services, particularly in the event of delays.
  • Supports the technical team in the development of procurement requests (doing market research, developing specifications of procurement processes, keeps ongoing tracking of procurement processes (procurement dashboard) informs the coordinator, supports the technical team in writing procurement documents (get documents ready for signature), gives follow up’s…)
  • Develops specification for the procurement of goods
  • Monitors procurement processes and informs Team Leader and the team on regular basis

Coordinating tasks:
The Procurement Officer:

  • Is responsible for the procurement of goods and services in the GIZ SKYE Benin Office.
  • Ensures that the processes of procurement of goods and services run smoothly and that the project team is always well informed about the status of their requests.

Other duties / additional tasks:
The Procurement Officer:

  • Ensuring overall administrative processes
  • Collaborates with the accounts team in invoice analysis and ensures proper preparation and execution of payment orders.
  • Purchases materials, equipment, and services for the GIZ SKYE Benin Office by GIZ rules and conditions
  • Is responsible for managing the Procurement dashboard for effective delivery
  • Is responsible for follow-ups with vendors and partners on relevant documents and asks
  • Is having leading skills and can lead support staff at the request of the team leader
  • Performs other duties and tasks at the request of management

Required Qualifications, Competencies and Experience
Qualifications:

  • University Degree in Economics, Finance, Accountancy, Business Administration, or a related field. Master’s degree is an added advantage.

Professional Experience:

  • At least 5 years of professional experience in a comparable position.
  • Relevant experience in international organization / technical cooperation agencies is an added advantage; relevant experience in GIZ is a strong advantage

Desired knowledge and skill requirements:

  • Outstanding knowledge of procurement processes.
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • Experienced with administrative processes
  • Good organizational skills.
  • A good team player who is willing to take on responsibility.
  • Strong level of emotional intelligence to connect with all teams within the organization.
  • Innovative and possessing a positive attitude to change

  • A good knowledge of pidgin English and one of the local languages is desired.

Salary
According to GIZ Nigeria Salary scale for Band 4.
