Description and Objectives

  • The PHC Monitoring, Evaluation and Performance Management Associate will support the designing, coordinating, and implementing the monitoring, evaluation, and performance management framework for the HF-level PHC program coordination as well as broader PHC program coordination at the state level in the assigned state.

Technical Responsibilities

  • Project strategy implementation/technical assistance
  • Collaborate with key stakeholders to establish and implement a comprehensive PHC performance management strategy (complete with key performance indicators) for the assigned state, ensuring alignment with state priorities and goals;
  • Support the design of a framework for data collection, management and analysis of performance data
  • Lead the analysis of data in the states to aid the identification of areas for improvement and to track progress;
  • Support the design and adoption of appropriate data delivery mechanisms for the PHC coordination platforms across levels;
  • Support the capacity-building activities to enhance the capacity development of associates / analysts in the SPARK states, as well as support change management of the performance management infrastructure to the state government;
  • Perform other duties as assigned by the Project Manager and/or Director;

Other Responsibilities

  • Participate in problem-solving and learning sessions to share knowledge, best practices, challenges and progress on program performance management;
  • Ensure M&E activities in the state comply with organizational policies, standards, and regulations;
  • Support the performance management specialist to monitor and evaluate compliance with external requirements and quality assurance standards;
  • Support any other tasks as may be required by the central project management team;

Education and Experience

  • Bachelor’s Degree in Monitoring and Evaluation, Statistics, Public Health, Social Sciences, or related field. Master’s degree preferred;
  • At least 3 years of experience in M&E roles, preferably in the international development or public health sector;
  • Strong analytical, and problem-solving skills with proficiency in data analysis and performance management software usage;
  • Experience with capacity building and quality improvement initiatives

Competencies required

  • Strong analytical and problem-solving skills with proficiency in performance management software;
  • Effective stakeholder management skills;
  • Excellent communication and interpersonal abilities;
  • Proficiency in data analysis and statistical software (e.g., SPSS, STATA, Excel);
  • In-depth knowledge of M&E methodologies and performance management frameworks;
  • Ability to manage people, resources, and processes for strategy implementation and monitoring;
  • Capable of working effectively with diverse stakeholders.
