Rationale/Background:

The project seeks to reach Bauchi State and its environs, especially farmers and target project participants, with quality information and awareness on innovative agricultural technologies, trainings and valuable livelihoods rejuvenation messages with the aim of also boosting the business sense of LINE households. Programs will also include topics relevant to LINE’s objectives: women’s empowerment, climate change adaptation, nutrition, and COVID-19 messaging. This will be achieved through pertinent and quality radio episodes that will speak directly to the needs of the audience. The radio platform will also serve to disseminate other relevant public service messages.

Furthermore, the coronavirus pandemic has brought many restrictions to large gatherings and meetings hereby hindering face-to-face modes of training and learning. The fluidity of the prevalent nationwide insecurity situation could affect our in-person training modalities at any time. Radio, thus, becomes a safe and appropriate means of information dissemination to rural areas.

Methodology

These radio episodes will serve as new platforms for information exchange and transfer and will be aired once a week. The program will feature LINE staff, LINE partner staff and also experts in nutrition, agriculture and good governance. Project beneficiaries will have the opportunity of phoning in to direct their questions and complaints to experts who will be at the studio to take questions from the audience.

Pertinently, the project has also procured solar radios which will be distributed to targeted project beneficiaries, focusing on women’s groups, to aid listening in to the radio episodes.

In addition, this TOR is meant to cover for a period of 6 months and also includes the cost for the production of a radio jingle which will be aired for a period of one week to create awareness for the maiden edition of the LINE radio program.

A consultant will be hired and, with the technical support of the GIO, will be responsible for:

  • Overall coordination.
  • Organizing the jingles.
  • Organizing the episodes (and dates and time) based on an approved program list.
  • Arranging panelists.
  • Engaging the radio station.
  • Reviewing the content of the program.

Because of the wide outreach, the radio program will be aired on Bauchi Radio Corporation (BRC). The Bauchi state radio corporation has booster stations in all LINE implementing LGAs.

The project will cover the transport allowance for the external guests meeting certain criteria who will appear on the program.

Objectives:

  • Improve the knowledge of LINE project beneficiaries and farmers in general on relevant topics such as improved agric-technology innovations and innovative farming best practices, nutrition information, and also awareness on COVID-19, among other topics.
  • Mitigate the spread of the coronavirus pandemic through public information messaging.
  • Provide an avenue for exchange of information and ideas between farmers and government stakeholders in the State.
  • Share and amplify best practices and results from the LINE project to a broader audience.
  • Create a conversation around issues affecting our implementing communities.
  • Engage and educate the public on issues relating to governance, agriculture and nutrition.

Anticipated outcomes:

  • Farmers and project households reached with information on agric-technologies and innovative farming techniques and other relevant topics of interest to the Bauchi farming community.
  • Exchange of information between farmers and government stakeholders is improved in Bauchi State.
  • Create visibility for LINE activities in Bauchi.

Criteria for selection:

  • Fluency in Hausa Language
  • At least five years’ experience in radio drama production, awareness and outreach at the community level;
  • Proven experience of scripting and producing radio programs for educative sensitization purposes.
  • Proven experience in scripting and producing radio shows in both, English and Hausa.
  • Experience and familiarity with Livelihood, Nutrition and Governance radio programming production is desirable.
  • Experience working with international development partners in donor funded projects is desirable;
  • Experience of similar assignment on radio in Northern Nigeria.
  • Knowledge of cultural contexts within Bauchi Nigeria and the ability to reflect this in culturally appropriate content.
