The scope of work (SOW) sets forth the services to be provided by the Operations Analyst to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.
Job Description:
The Operations Analyst will support the efficient and effective delivery of TAConnect’s procurement, logistics, asset management, and administrative functions. This role will play a key part in ensuring operational compliance with internal and donor policies, maintaining smooth workflows, and supporting program implementation through timely provision of goods and services. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.
Principal Duties and Responsibilities (Essential Functions):
Procurement Management Duties
- Development of procurement plan and management of policies and strategies related to procuring supplies and services (in accordance with TAConnect & relevant donor policies) to support relevant projects at TAConnect HQ and State Offices.
- Coordinates purchase of office supplies, services and relevant procurements including sourcing quotations using RFQs/RFPs, preparing vendor selection sheets, issuing local purchase orders and verifying deliveries and quality of goods.
- Verifying Purchase Request forms submitted by requestors to ensure that requirements and specifications of goods/services are indicated and authorized signatory for approval is obtained.
- Negotiation of contract and procurement terms on a range of procurements on behalf of TAConnect and monitor delivery of exact item specifications.
- Plans, coordinates, and manages the central procurement activities of TAConnect at its HQ and State Offices, including storage and delivery.
- Trains staff at the HQ & state offices on procurement rules, processes, procedures and record keeping.
- Facilitates regular vendor meetings for feedback and improvement.
- Ensures Service Level agreements (SLAs) with relevant TAConnect service providers are in place and are updated to support project implementation.
- Ensures accountability, transparency and competitiveness in TAConnect procurement processes and procedures.
- Ensures full compliance with all TAConnect and donor procurement policies, procedures and regulations.
- Monitors procurement processes and compliance with TAConnect procedures at HQ and field levels.
- Implements sourcing strategies to support TAConnect, project and program objectives, while providing TAConnect with competitive advantage in the areas of materials, supplies, and services.
- Provides oversight on procurement activities, clarifying specifications, analyzing quotations, seeking approval, and ensuring purchases are made according to approved specification, price, quantity, and quality inclusive.
- Follows-up on contractors to ensure about-to-expire agreements are renewed in a timely manner.
- Provides support in the management of procurement proceedings and records all procurement committee meetings/ proceeding minutes.
- Leads in HQ purchases and supports state offices purchases as per defined threshold and maintains tracking and documentation systems that will facilitate future processing, payment, and audit requirements.
- Coordinates with the technical and other relevant teams to ensure adequate procurement planning and timely preparation of purchase requests and activity profiles to eliminate delays.
- Conduct regular price surveys and determine price reasonableness for all procurements.
- Leads in the process of vendor assessment and prequalification, as well as vendors performance appraisal.
- Filing all purchase documents for audit purposes and easy reference including copies of purchase requests, quotations, purchase orders, delivery notes, invoices from vendors in the procurement file, as well as attach Goods Received Note (GRN) for payment processing.
Inventory and Asset Management duties
- Responsible for TAConnect coordination of inventory and asset management activities.
- Follows-up with vendors/contractors to ensure proper service and maintenance of all relevant TAConnect assets are carried out in a timely manner.
- Ensures proper storage and maintenance of all office assets and keeps up-to-date records of all assets.
- Develops and updates TAConnect asset register regularly as required.
- Ensures that all TAConnect assets are properly tagged, accounted for and functional, keeping all records of assignment, return and reassignment and ensuring that stationaries as well as other office consumables are never out of stock.
- Liaises with the units to ensure proper use, maintenance, and repair of facilities and equipment, such as generators, vehicles, communication, computer units and peripherals, other office equipment, air conditioners and other relevant assets.
- Oversees proper capturing of all asset records from procurement to allocation of asset stage.
- Supports in the development and management of the asset disposal plan in line with TAConnect and donor policies
- Maintains relevant vehicle and generator maintenance logs
- Arrangement of repair and maintenance of office equipment and machinery to ensure that staff works effectively without any disruptions.
Admin Management
- Provides general administrative services to all TAConnect staff and other relevant stakeholders of the organization.
- Responsible for the maintenance of efficient records/storage of all office supplies and coordinates all administrative and secretarial support services for TAConnect.
- Ensures timely welcome services, hotel and flights bookings and other support services for staff and visitors.
- Supports the planning and organization of meetings and workshops
- Check stock cards to ensure that staff sign for each item collected from the stores.
- Ensures effective coordination and execution of procured services such as hotel services, catering services etc.
- Provides day-to-day support to all staff on general office operations and identifies future needs.
- Provides proper supervision over the front desk to ensure efficient functioning of the front desk services.
- Coordinates approved activity profiles making sure that materials, equipment, etc required for the activity are organized and ready for the activity
- Liaises with both HQ and state offices staff in sorting out identified administrative needs as soon as possible.
Logistic Management Duties
- Provides general logistical services to all TAConnect staff and other relevant stakeholders of the organization.
- Arrangement of travel logistics for staff, consultants, training participants, and other relevant stakeholders including hotel reservations, flight booking and where required, arranging airport and hotel pick-ups.
- Provides and ensures logistics guidance for the delivery of items to field offices and facilities as the case may be
- Ensures well-coordinated travel arrangements and logistics for all TAConnect in-country and international travels
- Provides proper supervision and coordination of all TAConnect drivers and logistic staff to ensure optimum performance.
- Liaises with both HQ and state offices staff in sorting out identified logistical needs as soon as possible.
Job Qualifications
- Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or a related field.
- Minimum of 3–5 years’ experience in operations, procurement, or logistics within the development or NGO sector.
- Strong knowledge of donor (e.g., USAID, Gates Foundation) procurement policies and compliance frameworks.
- Proven experience with procurement systems, inventory tools, and logistics coordination.
- Professional certification in Procurement, Supply Chain or Logistics (e.g., CIPS, IPSCMI) is an added advantage.
Supervision
The Operations Analyst will report directly to the Director, Finance, Admin and Operations.
Working Conditions/Duration of Assignment
This is a full-time position, based in Abuja, Nigeria.
