The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region.

Role Overview

  • Under the direct supervision of the Head of Planning, Research, Monitoring, and Evaluation, the Programme Officer, Monitoring and Evaluation, will carry out activities related to the monitoring and evaluation of the EGDC’s programmes and activities.

Role and Responsibilities

  • Assist with the implementation of the Agency’s Monitoring, Evaluation, Reporting, and Database Tool and ensure its effective coordination.
  • Contribute to the development and review of key performance indicators of the Agency’s programs and activities based on the Institution’s Strategic Plan and Medium-term Programme.
  • Regularly assess the efficiency of programmes/activities by mapping the financial resources utilized to the results of these programs/activities.
  • Draft Terms of Reference (ToRs) for field monitoring missions and other M&E related activities.
  • Carry out field monitoring missions to Member States to monitor the implementation of the Agency’s programs and activities and collect and analyze the requisite data using the Agency’s data collection and analysis tools.
  • Assist with the preparation of quarterly M&E reports and annual performance reports of the Agency.
  • Advise the Principal Officer on matters relating to Monitoring and Evaluation and as appropriate.
  • Carry out other tasks assigned by the Head of Planning, Research, Monitoring, and Evaluation.

Academic Qualifications and Experience

  • Bachelor’s Degree in Business or Public Administration, Statistics, Economics, Political Science, or Social Science from a recognized university.
  • 5 years of relevant working experience at the national or international level with demonstrated knowledge of planning, monitoring & evaluation with an RMB approach.
  • Knowledge of rules, policies, and guidelines of technical partners, donor agencies, and member states.
  • Proven experience in planning, monitoring & evaluate programs/projects.
  • Professional technical knowledge/expertise in the monitoring & evaluation of programmes or projects, evaluation design, data analysis, and reporting.
  • Professional technical knowledge/expertise in the definition of key performance indicators and methodological guides for all types of monitoring & evaluation.
  • Professional and technical knowledge/expertise in the drafting of concept notes and terms of reference (Tor’s).
  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Knowledge of ECOWAS as a whole and the role of the institutions of the ECOWAS Community.
  • Professional technical knowledge/expertise in collection and data analysis.
  • Proven knowledge of information and public relations.

  • Demonstrate operational computer proficiency using appropriate tools.
  • Ability to make sound use of graphics and tables to effectively present numerical data to write semi-complex technical reports/proposals and edit/check templates, letters, etc.
  • Ability to convey information clearly and concisely in a succinct and organized manner through both writing and verbal means.
  • Exhibit interpersonal skills, make presentations, express opinions, and debate ideas with others in a constructive manner.
  • Proficiency in information communication technologies (ICT).
  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
  • Ability to develop and implement an individual action plan for achieving specific work goals.
  • Identify, organize, and monitor tasks throughout to facilitate execution.
  • Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to coordinate contributions by others to set and meet deadlines.
  • Ability to organize work, set priorities, and work within timelines, giving attention to details, stakeholders, indicators, and risks.
  • Ability to identify, collect, and assess indicators to monitor performance and to take proactive remedial action as required.

Annual Salary
AU 43,414.62 / USD 68,499.59 – AU50,354.45 / USD 79,449.26
