MAIN PURPOSE OF THE JOB
To provide support to project staff and ensure that all project activities are in line with attaining set goals and objectives of the project and build their capacity in data management, analysis, and reporting.
DUTIES AND RESPONSIBILITIES
- Develop, Manage and oversee the implementation of GSF M&E system.
- Spearhead the conceptualization, design and roll out of GSF M&E systems at program and project level.
- Develop procedures, guidelines and processes of collecting and analyzing baseline data and progress monitoring data across all districts.
- Train and mentor key district staff on data collection tools, analysis, storage; and use of data for informed decision-making and advocacy.
- Establish systems and procedures that enhance regular analysis of data collected from GSF staff.
- Collect, collate, analyze and prepare M&E reports.
- Developing a logical framework, with clear objectives, outputs, and outcomes, activities, and inputs.
- Develop a Monitoring and Evaluation plan that enable the program implementation team to gather concrete evidence about the outcome of a project to determine the impact of the program.
- Create appropriate M&E tools to measure the indicators.
- Streamline Program Monitoring and Evaluation.
- Develop and/or streamline indicators at project level that can be used to monitor and evaluate performance and progress towards set goals.
- Develop a consolidated project database to be housed in Maiduguri field office and which can be accessed for specific data and information at any time.
- Prepare periodic performance monitoring reports by use of graphs, charts and other visual aids.
- Support Project staff to establish systems of collecting and utilizing project monitoring data for performance management and improvement.
- Oversee Reporting and Documentation.
- Responsible for ensuring timely and high-quality In so doing, the M&E will work with the Executive Director to streamline reporting- processes; develop reporting templates and formats.
- Support Project staff and stakeholders to be able to utilize project data, to develop meaningful and high-quality
- Build capacity of Project staff in report writing and streamline reporting channels to enhance efficiency, timeliness and information flow.
- Periodically identify excerpts from activity reports and databases to be used to update the GSF website; social media platforms; brochures; for use in presentations and dissemination to stakeholders.
- Work with the Executive Director to document promising practices, stories of change and lessons learned.
- Participate in Research and Knowledge Development.
- Work closely with the Executive Director where necessary on designing research concepts and implementing research activities.
- Supervise and/or participate in developing research instruments and overseeing field work for surveys, studies and assessments that GSF is involved in.
- From data collected, identify knowledge and information gaps and propose ways of filling them.
- Identify research opportunities and networks that GSF can benefit from.
- Assist in Program Development and Resource Mobilization strategies.
- Identify opportunities for grant making either through direct funding, sub-granting and partnerships with other actors.
- Collect and maintain a bibliography of literature and reference materials that can be frequently used for proposal development, literature reviews and situation analysis.

PERSON SPECIFICATION
Qualifications
- Degree in either Development Studies, Human Rights, Social Sciences, Education or equivalent
- Training in M&E, Data Management is essential
Experience
- Three years professional experience implementing M&E in NGOs implementing multiple projects of which two years should be at supervisory level.
