MSI Nigeria Reproductive Choices (MSIN) is a performance-driven social enterprise using modern management and marketing techniques to deliver reproductive health care and allied services. Position: Monitoring, Evaluation & Learning (MEL) Officer
Location: Kaduna & Kano

Overall Responsibility
The MEL Officer is responsible for the Monitoring, Evaluation, and Learning (MEL) activities of the Bill and Melinda Gates Foundation (BMGF) Project within Kaduna and Kano states. This includes ensuring quality data reporting, verification, and validation, as well as performance management, routine monitoring, research, and evaluation of the BMGF project.
Key Responsibilities
1. Project M&E Management
- Implement RME-related Standard Operating Procedures (SOPs) and guidelines across all service delivery channels.
- Conduct M&E activities and respond to data management needs promptly.
- Ensure effective collaboration with project teams for agile performance tracking.
- Coordinate data validation activities, including monthly data audits, DQAs, and spot checks.
- Support project proposal development and ensure availability of project M&E data.
2. Performance Management and Reporting
- Collate, analyze, and report monthly service data.
- Ensure timely and quality data maintenance, working closely with project teams.
- Analyze state-level data to identify trends, escalate issues, and generate insights.
- Prepare and disseminate monthly performance reports.
- Train and support state M&E Officers on Management Information Systems (MIS), including mobile data collection systems.
- Coordinate internal and external dissemination of success stories and lessons learned.
- Provide capacity-building and training on data management practices for project staff and state partners.
3. Data Quality and Integrity
- Ensure timely completion of data entry, addressing any data quality issues.
- Ensure routine data quality audits are conducted, maintain records, and follow up on findings.
- Support M&E Assistants to ensure proper documentation storage.
- Ensure MIS platform training and avoid data capture tool shortages.
4. Research Support
- Assist in conducting research, including evaluations and special studies.
- Support in drafting and implementing data collection tools.
- Supervise data collection processes and pilot studies.
- Participate in project-related research activities.
5. Advocacy and Stakeholder Management
- Support partnerships to enhance project recognition and influence policy.
- Leverage stakeholder relationships to benefit the project and country program.
6. Other Responsibilities
- Support broader MSIN data management initiatives and compliance.
- Other tasks as assigned by the MEL Manager or Director of Technical Services.
Qualifications, Skills & Experience
- Education: Degree in Statistics, Social Science, or a related field.
- Experience: At least 3-5 years in a similar role, ideally with familiarity in public/private health sectors in Nigeria and rural areas.
- Technical Skills: Proficiency in Microsoft Office and management information systems (experience with DHIS2 preferred).
- Analytical Skills: Strong analytical, reporting, and presentation skills with attention to detail.
- Interpersonal Skills: Effective team player, excellent communication skills, and the ability to work in a diverse environment.
- Additional Experience: Experience with donor-funded projects (BMGF, FCDO, CIFF, USAID) is a plus.
