he Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation. We provide assistance, protection and durable solutions to refugees and internally displaced persons worldwide. What is NRC? NRC promotes and protects the rights of refugees and people who have been displaced within their own country. We take action during situtations of armed conflict, and engage in other contextes where our competences will add value. The majority of our 5000 staff members are national employees in NRC’s projects in around 25 countries worldwide. All our projects are supervised by the NRC Head Office in Oslo. NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. Today NRC is organised as an independent, private foundation. We cooperate closely with the UN and other humanitarian organisations, around the world as well as in Norway. What does NRC do? Programme Activities: NRC’s main activity is the deliverance of humanitarian aid through programme activities in the field. NRC specialises in five programme areas, or core competences – Shelter, Food Security, Water, Sanitation and Hygiene (WASH), Education, and Information Counselling and Legal Aid (ICLA). The core competences are adaptive to different contexts and mutually reinforcing.

Role and responsibilities
- Develop a monitoring and evaluation strategy across the consortium
- Responsible for planning and coordinating processes relating to MEL within consortium partners, including evaluation, research, learning, planning processes and GORS (Global Output and Outcome Reporting System) reporting
- Ensure processes and systems for the use of MEL data through routine learning moments are institutionalised across the consortium, with systems in place to interpret and use M&E (Monitoring & Evaluation) data
- Provide technical support to consortium partners’ programme staff to strengthen MEL processes and quality at the consortium level, including M&E SOP (Standard Operating Procedures), development, evaluation planning and management, result measurement, and data collection methodology
- Provide technical support for monitoring and evaluation activities at the consortium level, including program evaluations and research in line with the consortium learning priorities
Professional competencies
- A bachelor’s degree in Statistics or Development Studies and Post Graduate training in M&E or Project Planning and Management
- At least 4 years of experience in an international NGO, preferably in an emergency or post-conflict setting, with MEL capacity and systems development
- Thorough experience and knowledge of monitoring and evaluation principles and current approaches in relief and development programs, using both quantitative and qualitative methods
- Understanding of data and information needs for program management and decision-making
- Experience in capacity-building efforts using formal and non-formal methods
- Proficiency in the English language (speaking, reading, writing)
- Good organizational skills, attention to detail, reliability
- Flexible and proactive attitude with excellent interpersonal skills
