Introduction
Our clients, a national government body and an international organization donor, have joined forces to create a unit aimed at improving monitoring, systems, fiduciary management, and program management. This includes enhancing the skills of staff dedicated to managing NGO donor grants. The NGO donor subsidy management unit at the Ministry of Health reports directly to the Director General of Health System Administration (DGASS) and is supervised by him. These specifications outline the mission and specific tasks related to the position responsible for acquisitions of the “NGO” grants.
Role Summary
Reporting to the coordinator of the NGO donor grants, the Monitoring and Evaluation Manager’s main task is to provide technical support for the implementation, management, and coordination of the monitoring and evaluation department of the management unit. This will be done in collaboration with the monitoring and evaluation department of the national government body and international organization donor.
Mission and Responsibilities
- Participate in the preparation of strategic documents (work plan, monitoring and evaluation plan, budget, periodic reports, etc.).
- Provide support for the implementation of the various activities of the action plan.
- Contribute to the development and periodic review of data collection instruments.
- Periodically update the databases and ensure their security through regular backups.
- Conduct supervision and evaluation missions regarding the execution of activities.
- Ensure the timely production of monitoring and evaluation reports.
- Implement recommendations from external and internal audits and various control missions.
- Develop a monitoring and evaluation strategy, including the conceptualization and collection of baseline data about the program.
- Develop a system for monitoring program activities and evaluating results through periodic reports.
- Systematically collect and compile data into periodic progress monitoring and evaluation reports.
- Regularly update the results framework of projects and programs.
- Coordinate mid-term and final evaluations of the project (including supervision visits) with the management unit and implementing entities.
- Conduct planning activities and annual reviews of the project in close collaboration with the managers of the implementing entities.
- Identify challenges encountered in the preparation and execution of projects/programs and propose corrective measures.
- Ensure the quality of information in collaboration with the management unit coordinator and the entities responsible for execution.
- Participate in strengthening staff capabilities in control and evaluation.
- Perform any other tasks assigned by the coordinator of the NGO donor management unit related to your area of specialization.
Qualifications and Experience
- Holder of an engineering diploma (Secondary studies diploma +5) or a master’s degree in the fields of statistics, econometrics, public health, epidemiology, or mathematics applied to IT.
- At least five (5) years of general professional experience, including at least three (3) years of proven experience in a similar position on a project.
- Desirable knowledge of the work and operating mechanisms of projects financed by donors (Gavi, Global Fund, World Bank, AID, ADB, IFAD, USAID, and/or other international institutions).
- Good written and oral proficiency in Portuguese and French. Knowledge of English will be an asset.
- Ability to work well in a team and under pressure.
- High level of organization and professional discipline.
- Good command of computer tools.
