About Cesvi ETS Foundation
Cesvi is a secular and independent organisation founded in Italy in 1985, which promotes global solidarity and social justice through humanitarian development actions. The name CESVI, which stands for Cooperazione, Emergenzia e SVIluppo (Cooperation, Emergency and Development), reflects its philosophy of action, which focuses on fostering the involvement of beneficiary communities in order to promote their own progress. In this way, international aid is not limited to temporary charitable action, but seeks to promote genuine sustainable development in the most needy populations.
CESVI is part of the international network Alliance 2015, created in 2000 with the aim of halving extreme poverty in the world by 2015, within the framework of the Millennium Development Goals. This network is made up of seven European non-governmental organisations: Concern (Ireland), Welthungerhilfe (Germany), Hivos (Netherlands), Ibis (Denmark), ACTED (France), People in Need Foundation (Czech Republic) and Ayuda en Acción (Spain).
Cesvi in Colombia
Cesvi has been present in Colombia since 2019, carrying out interventions based on emergency, rehabilitation, livelihood development and protection projects. These actions respond to the most urgent needs of vulnerable populations located in the north of the country and the Pacific coast region. Among the most benefited groups are migrants, Colombian returnees, as well as people in highly vulnerable situations, with special emphasis on attention to victims of the internal armed conflict, women victims of gender-based violence (GBV), women heads of household, adolescents, children, among others.
Cash transfer program
The ALMAS project’s cash transfer program seeks to mitigate dropout risks by offering financial support conditional on participation in training activities. It is designed for Venezuelan migrant women, returned Colombian women, and women from host communities with high levels of vulnerability. The transfers include aid for basic needs, child care, first employment, certifications, and emergencies, distributed through financial means such as bank accounts and teller windows. The program ensures the traceability of funds, monitors permanence, and promotes the labor and educational integration of participants through an inclusive approach based on specific needs.
Objective of the position
Carry out the operational activities of the cash transfer program, guaranteeing the selection, distribution and effective monitoring of aid to beneficiaries, in accordance with established procedures, and ensuring transparency and compliance with the objectives of the ALMAS project.
Job Description
Responsibilities:
- Implement the cash transfer program, ensuring the correct selection, distribution and monitoring of aid to beneficiaries.
- Coordinate eligibility validation through surveys and data analysis.
- Generate and update lists of approved beneficiaries, managing support on digital platforms.
- Monitor the distribution of payment methods and ensure the traceability of funds.
- Monitor the use and impact of transfers, documenting results and lessons learned.
- Manage complaints and suggestions through the established response mechanism, ensuring confidentiality and timely resolution.
Activities:
- Collect and verify documents required for the allocation of aid.
- Coordinate with financial providers the delivery of transfers to beneficiaries.
- Conduct training on the use of payment methods, such as debit cards or alternative mechanisms.
- Prepare monthly reports on the progress of transfers and the impact on beneficiaries.
- Facilitate data exchange between implementing partners and CESVI, complying with privacy protocols.
- Identify and propose improvements in the implementation of the program to optimize results.
Others:
- Participate in inter-institutional and cluster coordination meetings as assigned by Project Coordination.
- Participate in team and supervisory meetings.
- Participate in the training and experience exchange processes to which you are invited.
- Disseminate safety information to local Cesvi staff.
- Report any security incident to the administrative coordination.
- Other functions assigned by your immediate superior and related to the nature of the position.
Candidate specifications:
Training:
University studies in engineering, administrative sciences, accounting, economics or similar
Experience:
- Minimum of 1 year experience in implementing humanitarian projects or livelihood development.
- Desirable: specific experience in implementing cash transfer programs
- Basic knowledge of the cash transfer program management cycle.
Skills:
- Knowledge of database management, digital tools and monitoring platforms. Ability to work independently and as part of a team.
- Ability to work with vulnerable communities, applying differential and gender approaches.
- Competence in problem solving and handling beneficiary complaints.
- Work experience in the Colombian Caribbean.
- Skills or Ability to express oneself in a synthetic and structured written form.
- Proactive and purposeful attitude.
- Management of web-based information management tools and IT mastery.
- Strong command of Microsoft Office Package. (Will be valued in technical test)
- Intermediate command of office tools and collaborative platforms (SharePoint, Excel).

Pay
Payments will be made monthly, on the last Friday of each month.

Termination of contract
Either party may terminate this contract before its expiration by giving written notice to the other party, provided that the causes are covered by the provisions established in the Substantive Labor Code as just for the termination of the contract. Otherwise, the party that decides to terminate the contract without a justified cause will be obliged to compensate the other party for the damages caused.
