Introduction

Women in the New Nigeria and Youth Empowerment Initiative (WINN) is an indigenous nongovernmental organization dedicated to empowering women, enhancing youth development, and promoting child protection, peaceful cohesion, and gender equality. WINN is committed to fostering sustainable development through capacity building in agriculture, micro-finance, education, advocacy, and governance.

With a strong presence across multiple states in Nigeria, including the FCT, WINN remains devoted to promoting good governance, transparency, and accountability. The organization collaborates with government agencies, national and international NGOs, and development partners to implement impactful programs that benefit women, youth, and marginalized groups.

WINN’s core services include peace building and conflict management, gender-based violence (GBV) prevention and response, child protection, psycho-social support (PSS), justice and human rights advocacy, livelihood support, food security, and disability inclusion programs. Through training, enlightenment programs, and advocacy initiatives, WINN strives to create a more inclusive, just, and progressive Nigeria.

WINN in collaboration with the Christian Blind Mission (CBM) International and with funding from the German government is implementing a project titled “Promoting Inclusive Education and Vocational Training in Nigeria. As part of the initiative, a resource mapping assessment of schools including sanitary facilities will be conducted in the 4 Local Government Areas to evaluate the availability, accessibility, and quality of education services.

Purpose of the Needs Assessment

The purpose of this assignment is to conduct an accessibility audit and assess the ease of use of services offered at project-supported school sanitary facilities by a wide range of actual and potential users, including persons with disabilities, and to recommend access improvements.

The specific objectives of the accessibility audit are:

  1. Inspect the condition and safety of sanitary facilities (gender segregated toilets and disability friendly toilets) and other related resources/facilities, ensuring they meet the needs of all students (with emphasis on children and persons with disabilities).
  2. Evaluate the overall school infrastructure condition and availability of inclusive teaching/learning materials and their impact on school attendance.
  3. Propose recommendations for rehabilitation and upgrading of water and sanitary facilities in the selected schools.

Scope of Work

A total of 12 primary and secondary schools will be selected and assessed, which will include:

The assessment will evaluate: Physical access to buildings, Access to information and communication, and Inclusiveness of the structures and sanitary facilities.

The consultant is also expected to disseminate the findings, provide recommendations, and support the development of action plans for each school.

Specific Deliverables

The consultant is expected to submit to WINN the following:

  1. A detailed report (not exceeding 20 pages) containing:
    1. Background and Introduction,
    1. Broad and Specific Objectives,
    1. Methodology,
    1. Ethical Considerations including Safeguarding,
    1. Major Findings,
    1. Recommendations and Conclusions.
  2. Annexes to individual school accessibility reports highlighting findings, access gaps, recommendations, and action plans.

Consultant’s Roles and Responsibilities

The consultant will offer technical and strategic direction for the entire accessibility audit exercise and dissemination of findings. Specific tasks include:

  • Develop an assessment methodology.
  • Develop data collection templates/tools and present them to WINN before data collection.
  • Conduct           data     collection,       including         interviews,      assessments, desk     reviews,          and dissemination meetings.
  • Analyze data collected to identify gaps and recommendations for each school. ï‚· Support individual schools in developing action plans.

WINN and CBM will collaborate with the consultant during data collection and dissemination of findings.

The consultant must uphold ethical considerations regarding data collection, including:

  • Ensuring confidentiality, respect, PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment), Child Labour, and inclusivity throughout the assignment.
  • Prioritizing the rights and dignity of children with and without disabilities.

Technical and Financial Proposal

The consultant is expected to submit:

  1. A         technical         proposal          demonstrating understanding of         the assignment,     proposed methodology, and a detailed work plan.
  2. A financial proposal with a detailed budget.
  3. Curriculum Vitae with a detailed description of relevant experience.
  4. Evidence of at least one similar assignment completed within Nigeria.

Time Schedule

The assignment is scheduled to take place from 14th to 17th April 2025. Prior to commencement, WINN and the selected consultant will hold preliminary meetings to finalize and agree on the assessment modalities. The consultant is expected to submit the report on or before 30thApril 2025,

Required Profile of Consultant

The consultant must demonstrate the following qualifications:

  • Expertise in carrying out accessibility audits and competency in managing, organizing, and writing accessibility reports.
  • A minimum of a Bachelor’s degree in Social Sciences, Developmental Studies, or a related field.
  • At least three years of relevant experience in performing similar tasks (evidence required).
  • Ability to work independently and deliver timely outputs.
  • Experience conducting surveys for marginalized communities, women, and persons with disabilities.
  • Experience working with persons with disabilities.

Payment Terms

Payment will be made upon receiving, reviewing, and acceptance of the final report.

Safeguarding

The consultant must ensure that safeguarding measures are integrated into all aspects of the assessment process, including:

  • Adhering to child protection policies and ensuring no harm comes to children during facility visits.
  • Securing consent from school authorities before engaging with students.
  • Guaranteeing the privacy and confidentiality of students and staff during data collection.
  • Identifying potential safeguarding risks related to water and sanitary facilities.
  • Reporting any safeguarding concerns identified during the assessment to the appropriate authorities.

Application Procedure and Deadlines.

Potential Consultant (s) will submit the following,

  1. A Technical proposal clearly showing how he/she understood the assignment, proposed methodology, and detailed schedule.
  2. Attach key      personnel        resumes           demonstrating their    relevant experience      in undertaking similar assignments.
  3. A copy of at least one similar assignment completed within Nigeria.
