Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We conduct our own evaluations on the ground to determine people’s needs. More than 90 per cent of our overall funding comes from millions of private sources, not governments. MSF is neutral. We do not take sides in armed conflicts, we provide care on the basis of need, and we push for independent access to victims of conflict as required under international humanitarian law. Bearing witness and speaking out MSF medical teams often witness violence and neglect in the course of their work, largely in regions that receive scant international attention. At times, MSF may speak out publicly in an effort to bring a forgotten crisis to public attention, to alert the public to abuses occurring beyond the headlines, to criticise the inadequacies of the aid system, or to challenge the diversion of humanitarian aid for political interests. Quality medical care MSF rejects the idea that poor people deserve third-rate medical care and strives to provide high-quality care to patients. In 1999, when MSF was awarded the Nobel Peace Prize, the organisation announced the money would go towards raising awareness of and fighting against neglected diseases. Through the Access Campaign, and in partnership with the Drugs for Neglected Diseases initiative, this work has helped lower the price of HIV/AIDS treatment and stimulated research and development for medicines to treat malaria and neglected diseases like sleeping sickness and kala azar.

Main Purpose

  • Carrying out assessments and ensuring the implementation, maintenance and monitoring of the mechanical works in the projects according to MSF protocols and standards in order to ensure an optimal running of the vehicles and the mechanical equipment in the projects

Accountabilities

  • Defining procedures and ensuring the implementation, monitoring, maintenance and correct functioning of the vehicle fleet and other mechanical equipment. Overseeing use and condition of cars, ensuring vehicles and motorcycles are used according to MSF rules and policies.
  • Managing the mechanical activities in support to and in close collaboration with fleet managers of the respective projects. Maintaining good communication and feedback with the rest of team, also at project sites, and informing them of all guidelines
  • Visiting projects in order to assess maintenance or repair needs for vehicles, tractors and generators and liaising directly with the staff to identify the project needs and managing response and prioritization of requests. Providing objective reports after field visits and participating in vehicle upgrade propositions
  • Ensuring the proper documentation, filing and the compilation of the repairs and maintenance done or required. Signing job cards when releasing a vehicle or equipment.
  • Acting as flying expert and referent mechanic of the Workshop team providing technical advice and oversight of quality and helps in strengthening the knowledge of the team, coaching and training mechanics, vehicle maintenance agents and drivers at the field if needed. Participating in the planning and evaluation of technical trainings and staff (all mechanics, vehicle maintenance agents and drivers). Assisting the Workshop Manager in evaluating future needs in recruitment
  • Helping to implement, maintain and improve safety policy by evaluating hazards and dangers and ensuring appropriate use of personal protective equipment, proper handling of dangerous goods, proper use of tools and equipment and an always clean and organized workshop
  • Identifying tools, equipment and consumables needed for proper running of the workshop and the projects and giving advice on the purchase of tools. Ensuring that tools are well organized and correctly stored, well protected, fully identified and easily accessible (cleanliness, security access, etc.). Performing physical stock count in accordance with frequency defined by the line manager
  • Immediately informing the line manager of any problems arising in the course of work, particularly with regards to damage, loss, attempted break-ins or theft in the workshop as well as interpersonal conflicts occurring at the worksite
  • MSF Section/Context Specific Accountabilities 
  • Support of the correct keeping of logbooks, journey logs and handover logbooks 
  • Support in the monitoring and renewal of insurance 
  • Support for the weekly monitoring of track sticks on all equipped vehicles, 
  • Support for the proper organization of movements and compliance with driving instructions and highway code. 
  • Support of establishing (in collaboration with the Supply and project referent) the timetable for reapro stocks of spare parts of the various garages.
  • Support for monitoring the spare parts inventory schedule.
  • Support to the head drivers 
  • Organization and animation of workshop management training
  • Support for the identification and technical validation of fuel suppliers for the entire mission
  • Support for the proper maintenance of fuel storage facilities for the entire mission and their compliance with MSF standards. Support for the technical validation of fuel appros and acceptances.
  • Support for monitoring, analyzing and rationalizing fuel consumption

Minimum Required Skills and Qualifications
Education:

  • Mechanical Degree / Diploma and Driving licence are compulsory.
  • Mechanical Training within or outside MSF is strongly recommended

Experience:

  • Five years as MSF Flying Mechanic (MSF)
  • Minimum ten years of experience as a mechanic; familiarity with repair manuals and spare parts catalogues (Non-MSF)
