Main objective and responsibility of the position
The MEAL Officer will work as part of the Pearls and Wellbeing staff to support a culture and practice of reliable planning, monitoring, evaluation, accountability, and learning. This includes developing, updating and coordinating MEAL activities and capacity building of PWF staff, network members and partners in MEAL, promoting MEAL knowledge transfer internally and externally.
Key Areas of Accountability
As a member of the PWF Team, you will contribute to: Leadership of PWF Office:
• Support the development of an organizational culture that reflects our dual mandate values that promotes accountability and high performance, encourages a team culture of learning, creativity, innovation, and also be available for PWF team
• Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs of PWF
• Help establish, maintain, and improve active and regular working relationships with host authorities, partner agencies including humanitarian and development donors, and local and international NGOs
• Ensure to comply with all PWF Management Operating Standards and Standard Operating Procedures
PWF Section/Context Specific Accountabilities
• Ensure all MEAL policies and procedures manuals are developed and implemented, and follow the Nigerian government legal requirements and PWF policies
• Ensure appropriate documentation and MEAL activities are maintained and secured in digital formats as preferred options.
• Supervise the development of our dual mandate, Monitoring and evaluation practices and processes aligned with the organisation’s overall strategy and PWF’s essential Standards to meet the evolving needs of the organisation
• Ensure appropriate and adequate MEAL procedures are detailed in the Office
Roles and Responsibility
The MEAL officer shall be responsible for:
• MEAL Tool/Frame work Development and Data Management
• Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ program results at different levels (inputs, outputs, outcomes, and impact).
• Develop/adopt an integrated database of all projects/ programmes and ensure accountability through regular data updates, data integrity and working in collaboration with the data processors.
• Work with program officers and managers to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
• Review existing data collection tools for the current country programmes and projects.
• Maintain and update the overall indicator results frameworks for the organization’s projects and programs.
• Develop Monitoring & Evaluation (M&E) plans for all projects and proposals and ensure the same is followed up during implementation.
• Ensure all grants have updated work-plan and performance management plan (PMP) in tandem with all approved proposals, regularly reviewing and updating as needed.
• Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making.
• Provide alert to the respective staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
• Review monthly progress reports and ensure there are evidences to back-up and provide feedback to the respective staff.
• Collate/prepare reports related to internal reporting such as the quarterly and annual reports.
• Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project/programme implementations as part of ensuring accountability process.
Assessments, Surveys, research and Evaluation
• Adhere to accountability requirements by initiating baseline surveys for new projects/programmes and conducting relevant evaluations for ongoing projects to meet PWF standards.
• Ensure that PWF learns from all final evaluations of completed projects for decision making and improvement of project designs.

• To Program Manager
REQUIREMENTS (QUALIFICATIONS / EXPERIENCE / KNOWLEDGE)

Education Bachelor’s Degree in Statistics or any Social Sciences related discipline
Experience Minimum of 2 years of experience and must have been part of at least one fully implemented project in any thematic area.
Languages Essential English language and local language (Hausa) is desirable
Knowledge Use of Microsoft package and other data tools
Competencies Results and Quality Orientation, Teamwork and Cooperation, Behavioural Flexibility, Commitment to PWF Principles, Service Orientation, Stress Management.
