Portrait of Lake Child Initatte (PLCI) is a non-proftt Non-Goternmental Organizaton established in 2019 to portray the image of children liting across the Lake Chad regiont with sole aim of responding to the needs of the most tulnerable girlst woment childrent and their caregiters through contributons to their Educatont Healtht Protecton (GBV and CP)t efect of climate changet food security and Litelihood. Its mission is to mobilizet mottate and sensitze out of school children especially girls between the age of 6-18 with low socio-economic status in the lake Chad Regiont through protiding sertices that increases access to school and encourage enrolment opportunites for out of school children and protect them from all forms of tiolence
PROJECT SUMMARY/ OVERVIEW
Portrait of Lake Child Initatte (PLCI) in partnership with Grow Strong Foundaton (GSF) sets to implement an NHF funded project with ttle: Promoting Access to Multi-ectoral Preveitoi aid Respoise to protectoi -ervices for Womei aid Girls ii Yobe -tate. This project aims to address negatte cultural normst protide safe spacest support traditonal leadership systems led by woment and increase reportng to SARC in order to reduce tulnerability to GBV while reducing the risk posed to women and children by Gender-based tiolencet child abuset and explosite ordinance. Through this mult-sectorial project seek to mitgate protecton risks that arise from limited or no access to basic sertices through mult sector collaboraton with Mine Acton and Gender base tiolence partners. The project protide child protecton case managementt GBV case management and basic PSS to UASC and other tulnerable children in three high-priority LGAs in Yobe State ( Potskumt Fune and Gujba) for a 12month duraton
MAIN PURPOSE OF THE JOB
Monitoring & Evaluaton Manager To protide support to project staf and ensure that all project acttites are in line with ataining set goals and objecttes of the project and build their capacity in data managementt analysist and reportng.
DUTIES AND RESPONSIBILITIES
- Develop, Manage and oversee the implementaton of SOCY M&E system.
- Spearhead the conceptualizatont design and roll out of SOCY M&E systems at program and project letel.
- Detelop procedurest guidelines and processes of collectng and analyzing baseline data and progress monitoring data across all districts.
- Train and mentor key district staf on SOCY OVC-MIS on data collecton toolst analysist storage; and use of data for informed decision-making and adtocacy.
- Establish systems and procedures that enhance regular analysis of data collected from PLCI.
- Collect, collate, analyze and prepare M&E reports.
Deteloping a logical frameworkt with clear objecttest outputst and outcomest acttitest and inputs.
- Detelop a Monitoring and Etaluaton plan that enable the program implementaton team to gather concrete etidence about the outcome of a project to determine the impact of the program.
- Create appropriate M&E tools to measure the indicators.
- Streamline Program Monitoring and Evaluaton.
- Detelop and/or streamline indicators at project letel that can be used to monitor and etaluate performance and progress towards set goals.
- Detelop a consolidated SOCY project database which can be accessed for specifc data and informaton at any tme.
- Prepare periodic performance monitoring reports by use of graphst charts and other tisual aids.
- Support Project staft SPWOst DOVCCst to establish systems of collectng and utlizing project monitoring data for performance management and improtement.
- Oversee Reportng and Documentaton.
- Responsible for ensuring tmely and high-quality reportng. In so doingt the MEO will work with the Regional Coordinator to streamline reportng- processes; detelop reportng templates and formats.
- Support Project staf and stakeholders to be able to utlize project datat to detelop meaningful and high-quality reports.
- Build capacity of Project staf in report writng and streamline reportng channels to enhance efficiencyt tmeliness and informaton frmow.
- Periodically identfy excerpts from acttity reports and databases to be used to update the PLCI website; social media platorms; brochures; for use in presentatons and disseminaton to stakeholders.
- Work with the Regional Coordinator to document promising practcest stories of change and lessons learned.
- Partcipate in Research and Knowledge Development.
Work closely with the Regional Coordinator where necessary on designing research concepts and implementng research acttites.
- Supertise and/or partcipate in deteloping research instruments and oterseeing feld work for surteyst studies and assessments that SOCY PLCI is intolted in.
- From data collectedt identfy knowledge and informaton gaps and propose ways of flling them.
- Identfy research opportunites and networks that PLCI can beneft from.
- Assist in Program Development and Resource Mobilizaton strategies.
- Identfy opportunites for grant making either through direct funding; sub-grantng and partnerships with other actors.
- Collect and maintain a bibliography of literature and reference materials that can be frequently used for proposal detelopment; literature retiews and situaton analysis.

PERSON SPECIFICATION
Qualifcatons
- Degree in either Detelopment Studiest Human Rightst Social Sciencest Educaton or equitalent
- Training in M&Et Data Management is essental
Experience
Fite years professional experience implementng M&E in NGOs implementng multple projects of which two years should be at supertisory letel.
