The Justice, Development and Peace Commission of the Catholic Archdiocese of Ibadan, Nigeria is a ministry of service of the Church established to cater for all the people that are in need within her jurisdiction, irrespective of religion, culture, race or gender Where We Are The Archdiocese is located in the ever-sprawling city of Ibadan, the capital of Oyo State, Nigeria, with a conservatively approximated population of 7.5 million. Ibadan is the largest city in the world inhabited by the black race, but it is the Capital City of the Yoruba people of the Western Nigeria. The strategic location of the city attracts many Nigerians for commercial and industrial activities. Government structures and infrastructures are located in Ibadan, being the capital of the old Western Region. Such structures and infrastructures include Health and Educational Institutions/Structures like the University College Teaching Hospital (UCH), the University of Ibadan, International Institute of Tropical Agriculture (IITA), Nigeria Prison Service and so many others. Some basic social amenities were also provided and functional since the Independence of Nigeria on October 1st, 1960. Background

Justice, Development and Peace Commission (JDPC) is a non-governmental organization which has been engaged in developmental and humanitarian works in Borno, Yobe and Adamawa States for the past 50 years. JDPC focuses on Agriculture, WaSH, Nutrition, MHPSS and other emergency programming, reaching out to all persons on the basis of need, regardless of creed, ethnicity or nationality.

JDPC is inviting suitably qualified candidate for the above-mentioned position to work in Maiduguri.

Candidate must be prepared to start work as soon as possible.

The MEAL Manager, under the direct supervision of the Director of JDPC will lead the monitoring of project implementation and the collection, analysis and presentation of data on the project and in extension other projects of the organization.Job Summary:

  • S/he will work in close collaboration with the Director to produce periodic quantitative and narrative reports that highlight progress and flag areas of improvement to guide project adjustments.
  • S/he will work with other stakeholders to develop tools and build capacity to generate, analyze and interpret data and use it to inform program strategies and learning and meet reporting requirements..
  • The primary objective of the post holder is to develop and implement a MEAL framework that will maintain accountability standards and ensure effective monitoring, evaluation and learning of JDPC’s development and humanitarian activities in Northeast Nigeria;
  • The post holder will develop and adapt M&E tools/approaches, build the capacity of the MEAL unit, provide support and guidance to operations teams, clearly define M&E functions across the operations, and support the accountability/MEAL team in rolling out the MEAL system across the response in all sectors;.
  • The post holder will guide teams in achieving outcome/impact focused projects and ensure response programme accountability to beneficiaries, local government and non-government partners and their donors in line with JDPC’s, and donors’ compliance requirements;
  • The post holder will represent JDPC externally to partners and the wider Humanitarian community and will represent the MEAL interests of the Humanitarian Response to management and other senior colleagues;
  • The post-holder will support the business development team in the design of new programs, and development of the MEAL inputs for the Humanitarian Response Plan;.
  • He/she will develop a MEAL system outlining indicators, tools, data sources, data flow, procedures, staffing and statistical procedures required to monitor im plementation and assure quality project interventions;
  • The post holder will deliver training on key components of the project MEAL system to junior and senior staff.

Accountability
Work closely with the Accountability Department to:

  • Ensure that accountability to affected populations becomes a core element and success indicator for all program activities;
  • Build on progress to date on integrating accountability to beneficiaries within programmes through supporting the establishment of feedback mechanisms and producing information materials in a way which mainstreams accountability across all programmes;.
  • Contribute to improvements in existing policies and procedures to enhance effective accountability mechanisms;.
  • Assess how beneficiaries can best be involved at every stage of the programme cycle;.
  • Develop regular trend analysis of complaints on the organisation and sharing for wider learning and improvement.

Learning

  • Promote learning throughout the response team, particularly on issues of programme quality, policy analysis and advocacy. Ensure new analysis and information is constantly available;
  • Communicate program learning (through document sharing, presentations, etc) internally to provide guidance and technical input on strategic direction and programme design, and externally with key stakeholders (NGOs, government partners, working groups, etc);
  • Ensure that lessons learned are properly documented and are incorporated into programme implementation and design.
  • Regularly produce and report on best practices and case studies.
  • Participate in designing and implementation of studies, assessments and learning.

MINIMUM QUALIFICATIONS AND SKILLS

  • A Minimum of Master’s Degree in a relevant field (Statistics, Development, Finance, Economics, etc);
  • At least 5 years of professional experience in implementing M&E for programs related to food security, WaSH, protection, livelihoods, education, agriculture, social behavior change communication or other integrated programming;
  • Demonstrable skills in monitoring and evaluation, data management, and research methodologies;
  • Demonstrated experience developing and delivering diverse training programs and transferring knowledge to community level health and social service workers and/or volunteers;
  • Experience in managing databases, data applications, statistical packages and MIS;
  • Ability to support government and community level partners to deliver against program objectives/targets;.
  • Proven experience in using statistical software such as SPSS, R, Python, or Microsfort Power BI;
  • Previous experience of working on large-scale, complex, multi-sectoral programmes in an emergency context;
  • Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring);
  • Experience in all aspects of programme development, proposal writing and budget development;
  • Ability to analyze information, evaluate options and to think and plan strategically;
  • Excellent interpersonal, communication and representation skills.
