Established in 2019, Protection without Borders league (POWIB) is an independent youth-led non-governmental organization which operates by principle of non-discrimination, transparency in rendering specialized services, responses and assistance to individuals and families in need. POWIB provide services and assistance in the areas of Child Protection, Health, Education, Gender Based Violence (GBV), Counter-trafficking, Countering Violence Extremism (CVE), Capacity Building of CBOs and CSOs, peacebuilding, data collection and analysis, humanitarian and development research and analysis. Response is delivered due to the negative impact of conflict in affected communities while paying specific attention to the most vulnerable among the affected populace.
The organization is looking forward to recruit a MEAL Consultant to cover up for the MEAL Officer for the period so specified willing to work within the tenets of the humanitarian and organization’s guiding principles and policies.

Job Description:
- Support the development and implementation of program M&E framework to capture project performance and results, including data reporting, assessments, and all monitoring and evaluation activities.
- Contribute to the monthly and quarterly project target review sessions.
- Support the development of data flow pattern for project that will ensure timely data collection and reporting
- Report results of MEAL activities by providing written documentation about progress toward achieving indicators/targets, as appropriate.
- The MEAL Consultant will provide technical advice to the project teams on the development, application and review of program exit strategies
- In collaboration with the MEAL Officer, the MEAL Consultant will develop and roll out methodologies and approaches for the execution of surveys and evaluations.
- The MEAL Consultant will ensure that existing Complaint Response Mechanism (CRM) structures are functional, accountability principles are adhered to, that the quality of the work is at acceptable standard and POWIB’s Core Values are consistently upheld.
- In consultation with the Program Manager, perform regular supervision/monitoring field activities, and make recommendations for improvements.
- Promptly respond to all critical site/project issues addressed as directed by the Program Manager.
- Ensure high-quality implementation, in close collaboration with the field team and the MEAL officer, and consistency in protocols, information and reporting systems
- Support efforts at project location to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making.
- Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
- Utilize the training data collected to inform strategic decision-making and project planning
- Support targeted evaluations and operations research, including design, data collection, management and analysis
- Ensure quality of data through data verification procedures, including routine data quality audit.
Requirement and Qualification:
- Bachelors’ degree and minimum of 3 years’ work experience in monitoring and evaluating programs with an organization that has a robust MEAL component.
- Prior experience with any related non-governmental organization.
- Ability to work effectively with diverse national and international teams.
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
- Strong technical skills, including ability to process and analyze data using one or more statistical software packages
- Proficiency in Microsoft Office packages (Excel/Word document) • Ability to travel nationally
Experience:
- Experience in developing child-friendly MEAL systems/tools or doing research with children is a strong asset.
- Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
- Strong understanding of gender transformative data collection and measurement, MEAL policy and compliance requirements.
