General purpose of the position
Under the supervision of the Supply Chain Manager, the role supports within the designated area of the logistics function, including procurement, fleet management and effective Offices and Guest-houses management. The role further supports office functions and assists in field operations as required.
Tasks and Main Responsibilities
- Manages the assessment of the local purchasing environment (through new local market analysis, information gathered from previous purchases, program teams, other NGOs etc.)
- Manages the process of the prequalification of the local suppliers;
- Accountable for the compliant processing of all procurement of program supplies, office supplies, training materials, training venues, catering services, among others that are needed for the emergency response operations according to the Procurement Policy
- In collaboration with the Logistics/Supply Chain Manager and the Logistics Coordinator, contributes to the preparation of tenders and give recommendations for the finalization of the award of contracts
- Contributes to the preparation and signature of contracts and/or Framework contract with the prequalified suppliers;
- Assist and accommodate the implementation team in all of the administrative and logistics support needed.
- Accountable for the accounting, maintenance of kitting of goods/equipment for the program. This includes keeping and monitoring warehousing records of all goods that are received and dispatched.
- Identifies what goods/equipment needs to be replenished, purchased and/or dispersed.
- Maintains a file or record of suppliers through the Supplier Database, ensuring that they are compliant with Child
- Safeguarding and Fraud Policies of INTERSOS.
- Ensures compliance with administrative procedures for any procurement dossier;
- Manages the general record of all complete Procurement dossiers;
- Checks the quality/status and the right amount of the materials and of the packaging delivered to the warehouse from the prequalified suppliers;
- Updates all procurement activities on IMP.
- Any other duties as assigned by the supervisor.
Position Requirements
Professional Requirements
- Minimum of a University degree in Procurement, Logistics & Supply Chain Management or equivalent.
- At least 3 years of professional work experience in logistics including at least 2 years in emergency settings.
- Great skills to pilot different projects at the same time.
- Good capacity to cooperate with other departments.
- Flexibility and patience highly appreciated.
Personal requirements
- Essential computer literacy (word, excel and internet)
- Substantial knowledge of standard logistics procedures and practices required.
- Some knowledge of financial and HR procedures expected.
- Good level of technical skills in mechanics / IT / Communications/construction or other desired.
- Good communication and representative skills.
- Understanding of humanitarian operations principles, standards and best practices
- Manages effectively his/her own time as well as flexible and available to work overtime when needed
- Good command of written and spoken English, Kanuri and Hausa Languages
- Strong interpersonal and team-building skills and excellence as a team player
