The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ’s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

Programme

  • The global programme “Migration for Development” (PME) works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). PME aims at creating opportunities for returning migrants as well as for the local population (potential migrants).
  • To this end, PME has established a structure for migration and reintegration advice, the Nigerian-German Center for Jobs Migration and Reintegration (NGC). The NGC provides individual counseling services and advice on prospects for both returning and potential migrants in Nigeria, economic (re-)integration support, information on vocational and educational perspectives and employment opportunities including entrepreneurship and self-employment. For its activities in Lagos State, the PME Team is seeking to recruit a Junior Employment and Reintegration Advisor.

Responsibilities and Tasks
Responsibilities:

  • The position holder will carry out advice giving activities on employment and education opportunities in Nigeria as well as on options of regular labour migration to individuals seeking counselling and support (Local population and returning migrants)
  • He/She works in a team of advisors under the supervision of the Centre’s Coordinator and Team Leader.
  • He/She researches, compiles and makes available relevant information, offers and actors in the area of social and professional reintegration in the country of question.
  • He/She supports the Team leader and Coordinator in developing outreach and training activities for the Centre.
  • He/she researches, compiles and makes available relevant information related to employment perspectives in Nigeria as well as in countries of destination with a focus on Germany.
  • He/she supports the Coordinator and Team Leader in all the activities, in everyday occurrences and fulfils tasks that will be delegated by the Coordinator and Team Leader.
  • He/She additionally supports the team during field work in regard of communication with various actors.

Tasks:
The Junior Employment and Reintegration Advisor perform the following tasks:

  • The functions listed below are indicative and may be modified according to the needs of the project.
  • Carrying out advice to individuals seeking support and counselling at the NGC
  • Researching relevant information on ongoing developments on (re-)integration to Nigeria and perspectives in this area.
  • Following-up and updating the team on ongoing developments with regards to the topic of migration in Nigeria and the activities of the government regarding this topic
  • Preparing workshop material and giving lectures/trainings on vocational and educational perspectives and employment opportunities in Nigeria and on options and requirements of labour migration to Germany
  • Conducting research and monitoring of employment opportunities and the labour market in Nigeria as well as transnational economic activities between Nigeria and Germany – providing related information to the team.
  • Ensuring good communication and flow of information within GIZ and with other relevant actors
  • Ensuring a good flow of information and coordination with State partners and stakeholders
  • Researching, reviewing, preparing and forwarding relevant reports and documents
  • Supporting the organization of events and documents meetings (by taking notes and minutes of meetings, events) workshops and seminars at the State level
  • Researching, reviewing, preparing and forwarding relevant reports and documents including detailed summaries, research notes and briefings
  • Preparing and presenting policy recommendations based on the research and analyses
  • Providing support to project planning and concept design, including preparation, organisation and moderation of planning exercises and their implementation.
  • Impact monitoring, quality management, communication and documentation of the proper implementation of project plans and activities in close consultation with partner institutions.
  • Networking and cooperating with partner institutions and other relevant stakeholders (including non-governmental agencies, research institutes, business and other projects and donors) to maintain good working relationships and to cooperate towards the project’s objectives.
  • Helps to develop and execute communication pieces.
  • Assists the short-term experts assigned to project in completing their tasks.
  • Development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Excellent team-working and communication skills
  • Preparation of appropriate input for project outputs as required by the Team Leader and Coordinator.
  • Engaging in other activities assigned by the Team Leader or State Coordinator.

Required Qualifications, Competencies and Experience
Qualifications:

  • Minimum of Bachelor’s or Master’s Degree in Social Sciences, Law, Communications or any other project-related field

Professional Experience:

  • Not more than of 3 years experience in one of the fields: research, social advice, public policies and other project-related fields.
  • Relevant experience preferred in one of the fields relevant to the project, including in the field of employment promotion;
  • Nigerian national and ideally own migration experience in Germany or another European country;
  • Professional experience on Report writing.
  • Excellent written and oral English language skills; German language skills would be an asset.
  • Excellent writing and editing skills;
  • Excellent organizational and interpersonal skills;
  • Strong knowledge of MS Office including the data analyses/processing packages;
  • Familiarity with the administrative, political and migration policy environment in Nigeria and in the region;
  • Ability to build strong relationships with partners, officials, media, and civil Society;
  • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines;
  • Attention to detail.
  • Willingness to travel in-and outside the country.

Salary
According to GIZ Nigeria Salary scale for Band 3.
