Oxfam is a global development organization working in Nigeria to influence policy change to benefit the poor and vulnerable, focusing on areas such as food security, supporting farmers, and promoting gender and economic justice. The overarching goal of this training initiative is to enhance the capabilities of the political and administrative leadership in Michika Local Government Area (LGA) to effectively drive and sustain participatory and inclusive planning and governance processes. The objective is to establish a robust community development planning system that ensures inclusive development in Michika LGA. The training aims to address identified knowledge and institutional gaps hindering inclusive planning and governance within the LGA.

Specifically, the training seeks to:

  1. Assess and bridge gaps, both in knowledge and institutional aspects, among LGA political and administrative leadership that impede inclusive planning and governance processes.
  2. Institutionalize inclusive and participatory governance processes in Michika LGA through capacity-building for core political and administrative leaders.
  3. Develop effective capacities and establish structures necessary for the continuity of the community development planning process in Michika LGA.
  4. Mobilize and secure ongoing support and commitment from the LGA leadership for a participatory and inclusive approach to planning and governance.

The consultant or firm tasked with this training will conduct a thorough review of relevant project documents and collaborate closely with the project team. They will utilize professional expertise, employing relevant tools, modules, and learning approaches to deliver the training. The primary beneficiaries of this capacity-building initiative are the political and administrative leadership of Michika LGA, along with selected partners from the state government.

Required Qualification, Experience & requirements

  • Background working with development partners, academic institutions, and other related institutions.
  • Minimum of 7 years of relevant experience as a training facilitator and development of training modules in community development planning and processes, governance and influencing, and social development-related areas with the knowledge of citizen participation, participatory governance, inclusive developmental approaches, etc. 
  • A good understanding of gender, intersectionality, diversity, and inclusion (disability and other marginalized identities) is highly desirable.
  • Excellent technical capacities in developing training materials in the said topic with the provision of work samples in the application. 
  • A Master’s Degree in the social sciences related courses, Development studies, and other relevant disciplines with a minimum of 5 years of experience and a Ph.D. holder in the identified fields and other relevant disciplines with a minimum of 3 years experience

Please note that OXFAM will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% withholding Tax for freelancers or 10% for firms from the total consultancy fees under the Nigerian Tax Law.
