Position Title: ICT4D Consultant

This scope of work (SOW) sets forth the services to be provided by Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.
The objective of this billable short-term assignment is to serve as the ICT4D Consultant for the Insecticide Treated Nets (ITN) mass distribution campaigns for the USAID Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project. The ICT4D Consultant will provide technical support in collaboration with the IT unit of the GHSC-PSM project to facilitate a smooth transition and implementation of the ITN mass campaigns to digital processes.
Background: The GHSC-PSM Project is a USAID project implemented by SAII International in Nigeria. The goal of the project is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Nigeria. The GHSC-PSM project has been requested to transition the management of ITN mass campaign processes from hitherto paper-based processes to digital platforms.
The project would be supporting ITN mass campaigns in various States and is receiving nearly 10 million ITNs within the calendar year 2021 for the purpose.
Since the GHSC-PSM project is tasked with facilitating the technical and logistics workstreams of campaigns in PMI focus States, an ICT4D Consultant is needed to support the digitization of the processes in line with the expectations of the donor.
Principal Duties and Responsibilities (Essential Functions)
In close collaboration with Project IT team:
- Facilitate GHSC-PSM roll out of the ICT4D in ITN ICTD campaigns
- Provide Tier 3 level support in engaging with the software developers and all 3rd party firms involved in the technology deployment and development.
- Manage and monitor software and hardware functionality and use.
- Develop and administer SOPs, tools, and user manuals.
- Oversee and set up the Help desk support unit in the ITN campaign state to ensure 100% of all tickets raised are closed.
- Review and prescribe technological solutions and best practices.
- Coordinate all hardware and software-related testing and upgrades.
- Ensure data privacy policies, user access rights definitions meet globally approved standards.
- Ensures data accessibility mechanisms are available at all levels (State, LGA, Ward) to enable data use for quality data review, effective supervision, monitoring and informed decisions.
- Develops ICT related budgets and costing,
- Working with SMEP, GHSC-PSM project personnel, other Consultants, and implementing partners, provide oversight for all campaign activities including training and other capacity strengthening initiatives for the ITN mass campaigns at all levels
- Supervise Quantification and distribution planning of ITNs and other campaign supplies.

Job Qualifications
- Degree in Information technology, Logistics management, Science, Social Sciences or Arts.
- Minimum of 5 years experience in Health program using ICT4D in managing ITN campaigns
- Ability to facilitate training/workshops
- Demonstrated experience collaborating with GoN departments to implement health programs in Nigeria
- Previous experience managing donor resources to implement public health initiatives particularly the mass distribution of health supplies
- Proficiency in the use of Microsoft Office programs (Excel, Word & PowerPoint).
- Strong oral and written communications skills.
- Ability to work as part of a team and to be self-managing.

Supervision of Consultant: The ICT4D Campaign Consultant will report to the Malaria Manager within the Malaria Program department of GHSC-PSM.
