Oxfam is looking for a Human Resources Business Partner for our misson in CAR to define and implement the Human Resources strategy. This person will depend on the Country Director and will have under his direct responsibility one / e assistant and two HR Officers and under his functional responsibility, two Admin-Finance-RH Officers on the bases.

WHAT ARE YOUR RESPONSIBILITIES?

  • Provide specific advice, ( guidelines and solutions including case-by-case support if necessary ) concerning delicate and complex problems of policy interpretation and implementation of procedures, both for supervisory staff and employees or HR colleagues.
  • Coordinate administrative processes so that HR support (basic HR functions) meets the needs of the’organization, and, by ensuring compliance with good practices as well as legal obligations and by ensuring a quality level of service, for the’ set of the following HR processes: recruitment, workforce planning, etc, performance management, compensation, HR and labour law procedures/policies, change management, health, safety and well-being of staff, contract monitoring, etc, piloting of the Women and Leadership project, humanitarian emergency etc…
  • In collaboration with the focal point safeguarding, ensure the dissemination, implementation and compliance with policies in terms of safeguarding and the Code of Conduct**,** within the RCA mission.
  • Work closely with the’ country management team to ensure the implementation of’a talent management strategy and promote activities to optimize them.
  • As a member of the’ HR team in the One Africa region, contribute to the’ development of’Oxfam HR strategies.

  • Location: Bangui – RCA with frequent trips to the bases
  • Duration: 1 year
  • Annual Gross Salary: 34.408 euros + Hard to Work Allowance

Criteria indispensable

  • Degree in human resources management or related field (depending on context).
  • Experience of minimum 1 year of’expertise as a participant of the SMT (senior management team country) and in the mentioned responsibilities.
  • Substantial experience and knowledge of organizational development, including capacity building and skills transfer.
  • Minimum experience of 2 years in team management and collaboration.
  • Minimum experience of 2 years of work in a multicultural work environment.
  • Minimum experience of 2 years of work in humanitarian and / or development projects.
  • Experience and extensive knowledge of labor law ( of the country ) and its application.
  • Tangible practical experience and knowledge of organizational development techniques, from diagnosis to transformation through the design of solutions.
  • Knowledge of national political, economic and social trends ( ), as well as a good understanding of humanitarian and development issues in the region in CAR in particular.
  • Adherence to the mission, policies and values of’Oxfam and experience in promoting’equality between men and women, the diversity and interests of marginalized people in all facets of the work of’Oxfam.
  • Knowledge of the English’ will be a considerable asset ;
