Elela-Care Humanitarian and Development Organization (ECM) is a youth-led, non-governmental organization dully registered with Nigerian government through Corporate Affairs Commission (CAC/IT NO: 182167). Existing since June 2022, ECM focuses on improving the quality of life of vulnerable population across communities in North East Nigeria. ECM operates both in emergency and developmental context and have its programme principally rooted in identifying gaps that affects population or increases vulnerability of population and bridging those gaps through resource base planning and implementation.

Duties and Responsibilities:
The Finance Manager / Head of Operations will be responsible for leading the financial, operational, and administrative functions of the organization. This includes direct supervision of the finance, procurement & logistics, and HR/admin teams to ensure sound financial management, operational efficiency, and compliance with donor and internal policies.
- Lead the planning, budgeting, and financial reporting process in alignment with organizational and donor requirements.
- Oversee all financial transactions and ensure timely, accurate entry in QuickBooks and other relevant systems.
- Review and approve payment vouchers and ensure all financial documents are properly supported, authorized, and filed.
- Supervise monthly bank and cash reconciliations, payroll processing, and statutory remittances (e.g., PAYE, WHT, pension, NSITF).
- Monitor project budget utilization, conduct budget vs actual (BVA) analysis, and advise project leads on expenditure trends.
- Lead internal controls and risk mitigation strategies across all financial operations.
- Prepare timely and accurate financial reports (monthly, quarterly, and annual) for management, donors, and auditors.
- Coordinate and support both internal and external audits, ensuring timely provision of complete documentation.
- Ensure transparent, accountable procurement processes are followed in line with organizational and donor policies.
- Oversee the logistics team in planning and executing procurement plans, stock/inventory management, and delivery tracking.
- Approve procurement documentation and vendor selection processes, ensuring value for money and compliance.
- Supervise proper asset management, including tagging, tracking, and reporting on organizational assets.
- Oversee HR functions including staff recruitment, payroll review, performance evaluations, and contract management.
- Ensure HR policies are applied consistently and equitably in accordance with labor laws and donor expectations.
- Guide administrative processes including office management, travel and accommodation arrangements, and administrative procurement.
- Promote a safe, inclusive, and efficient work environment while ensuring staff wellbeing.
General Oversight and Strategic Support:
- Lead the operations team to achieve efficiency, compliance, and accountability across all functional areas.
- Represent the organization in meetings with donors, auditors, banks, and other external stakeholders as required.
- Provide technical support to project teams on budgeting, financial planning, procurement, and staff management.
- Contribute to strategic organizational development and ensure continuous improvement of operational systems.
- Uphold high standards of integrity, confidentiality, and professionalism in all activities.
Position Requirements
- The Head of Operations/ Finance Manager WILL be based in Maiduguri with frequent travels to field locations for supervisory support.
- Master’s degree in Accounting, Economics, Business Administration, and/or other relevant fields.
- Chartered Certification (ICAN, ANAN) will be an added advantage.
- Minimum of 5 years relevant work experience, preferably with United Nations, international/national NGO.
- Proven experience managing financial and operational functions within humanitarian or development organizations.
- Strong knowledge of accounting principles, budget management, and financial control systems.
- Demonstrated experience in:
- Financial reporting and donor compliance (e.g., UN, NHF, USAID)
- Managing audits and internal control systems
- Procurement planning, vendor management, and supply chain oversight
- Payroll management and statutory remittances (PAYE, WHT, NSITF, pension)
- Overseeing HR and administrative procedures
- High proficiency in QuickBooks and Microsoft Excel (including pivot tables, financial modeling, etc.).
- Strong analytical, problem-solving, and decision-making skills.
- Excellent organizational, communication, and interpersonal skills.
- Ability to lead, mentor, and manage cross-functional teams in a dynamic environment.
- High ethical standards and commitment to confidentiality, transparency, and accountability.
- Ability to manage multiple priorities, meet tight deadlines, and work under pressure.
