Project Background

Heartland Alliance Ltd-Gte is currently implementing a USAID funded Accelerating Control for HIV Epidemic (ACE) Project  in Lagos, Edo, and Bayelsa States. Implementation is targeted at promoting new and underutilized partnerships to accelerate the achievement of the HIV epidemic control in Nigeria through the delivery of high impact HIV prevention, care, and support services to general populations who are living with HIV and those at risk of contracting HIV.

The program is intended to provide evidence-based services that will deliver measurable results by addressing programmatic and systems barriers to epidemic control, including but not limited to, the following areas: HIV Case Finding and Linkage (HTS), Adult Care and Treatment, Pediatric/Adolescent Care and Treatment, Prevention of Mother to Child Transmission (PMTCT), Cervical cancer screening, TB/HIV Care, Laboratory, Health Systems Strengthening to Support Clinical Services, Expertise with the Private Sector and Operations and Implementation Research.

Job Summary

The HMIS Advisor under the supervision of the Director, Monitoring, Evaluation & Learning will assist the development, implementation, supervision, and data use of all HALG electronic information systems at facility, community, state, and regional office levels. S/he will ensure that all electronic information systems meet intended reporting and data output requirements for donors and GoN. S/he will provide technical assistance for the development and implementation of a systematic data analysis process of data outputs from the electronic information systems, carrying out advanced data analysis and preparing data analysis products for presentation and reporting.

Essential Duties and Responsibilities

  • Provide technical support for the design, content development and field implementation for Electronic Information Systems used for M & E. This function will include providing technical leadership for the hard coding of software applications and assisting other members of the programming team in developing actual logic statements for the coding of M & E indicators and software business rules where necessary and checking that all software development is done according to already established standards and procedures.
  • Support the developments and roll-out of mobile applications used for program interventions.
  • Ensure that software and database tools are developed to meet the intended reporting and data output requirements for both internal use and donors.
  • Conduct assessments of health informatics environments, synthesize pertinent information, identify implications for planning and development, and provide recommendations to supervisors and management.
  • Provide technical assistance for the development and implementation of a systematic data analysis process of data outputs from the electronic information systems.
  • Perform backup and recovery of all databases. Manage database users. Takes appropriate measures to ensure the security and confidentiality of program data.
  • Develop and design a functional DHIS2 database for collecting, organizing, and analyzing individual-level client service uptake across HIV continuum of care.
  • Develop, modify, and maintain forms and interfaces for data entry into the DHIS2 and create specific report formats and reporting tools as per project specifications and guidelines.
  • Build the capacity of project staff and the implementing partners in database utilization, data management and reporting.
  • Ensure the development of standard operating procedures, user manuals, and data management procedure documents for all the project’s electronic information systems.
  • Prepare timely progress and periodic reports on information systems tool development and implementation.
  • Oversee and perform routine monitoring visit to project sites operating electronic information systems.
  • Perform other duties as assigned.

Qualifications

Education and/or Experience:

  • A degree in Computer Science, Software Engineering, Information Systems, or Health Information Management. A master’s degree is an added advantage.
  • Minimum of 6 years relevant work experience with a strong background in Programming/Software Development, or M&E in a project-level or state/national-level monitoring and evaluation system implementation.
  • Knowledge of health informatics, including specific expertise in supporting databases, data warehousing, mobile data collection, and geographic information systems.
  • Experience in setting up, implement and maintain DHIS2-based databases and other management information systems including the use of electronic medical records (EMR).
  • Experience in data cleaning, extraction and exporting for analysis and reporting.
  • Experience in conceptualizing and developing digital health solutions.
  • Ability to maintain data security and confidentiality for the program beneficiaries.
  • knowledge of PEPFAR Monitoring & Evaluation, and HIV program monitoring and evaluation terminology, especially standard indicators used by PEPFAR programs.
  • Experience managing implementation plans, including timelines and priority tasks.
  • Familiarity in writing and using angular.js, java, HTML, CSS, and complex SQL queries (ex: using various joins and sub-queries), ETL processes, and related best practices.

  • Excellent oral and written English communication skills.
  • Knowledge of Local Language preferred.

Computer Skills:

  • Proficiency in Microsoft Office, Internet Explorer.
  • Other software routinely used by Heartland Alliance.

Work Environment:

  • The noise level in the work environment is usually moderate.
  • The employee will be required to co-locate with local partners usually in the same office.
  • The employee is required to travel regularly to often insecure and limited-resource environments.
