Job Summary
Under the supervision of the Associate Director PEPFAR, the incumbent will be responsible for providing project support to the President’s Emergency Plan for AIDS Relief (PEPFAR)
S/He will ensure collaboration between HJFMRI and DOD WRPN HIV testing and PMTCT point of contact, collaborate with PEPFAR implementing partners, the Nigerian Ministry of Defense (NMOD), donors, GON agencies and civil society stakeholders, to promote the use of internationally recognized best practices across HIV prevention and testing services.
Externally, S/He will communicate with IHTP staff at Bethesda Maryland, the USG Interagency HIV prevention and testing teams, Nigerian Ministry of Defence (NMOD), Key Population (KP) partners, Government of Nigeria (GON) stakeholders and other HIV/AIDS implementing partners.

Major Roles and Responsibilities:
- Provides technical leadership and support to the HJFMRI PEPFAR Program to design, implement and evaluate a broad range of high impact evidence-based and innovative HIV prevention and testing programs.
- Keeps abreast of current PEPFAR, WHO, and NMOH technical guidelines for HIV prevention and testing and disseminates them to implementing partners.
- Implements continuous quality assessment and improvement activities to ensure high quality program implementation.
- Performs site assessments and conducts quality supervisory support services to HJFMRI supported NMOD facilities and Key population One Stop Shop sites for HIV prevention and testing program areas.

- Conceives and develops program monitoring and evaluation strategies in consultation and collaboration with the WRPN, NMOD and key population implementing partners. Collaborates with the strategic information team to identify custom indicators for on- going and future HIV prevention and testing programs.
- Identifies training needs for military, civilian and key populations in the areas of HIV prevention and testing services, in addition to working with USG IPs, NGOs and NMOD to accomplish training according to GON guidelines and DOD WRPN PEPFAR guidance.
- Represents HJFMRI Ltd/Gte at PEPFAR, donor, local and international meetings, Technical Working Groups including the Prevention Technical Working Groups, Harm reduction technical working group, PrEP Technical Working group, Gender Technical Working Group, and task teams, as assigned by the Associate Director, PEPFAR.
- Oversees development of relevant program area narratives (Prevention, HIV Testing, Harm reduction, Gender-based violence, amongst other related areas) and reporting documents for the Country Operational Plan, quarterly, Semi-Annual Progress, and Annual Progress Reports, and related Program Reports.
- May perform other duties as assigned or directed by the supervisor. This may include participation in required training for role.
JOB SPECIFICATIONS:
Education: A bachelor’s degree in Health and Social Sciences.
Prior Work Experience: Minimum of 6 years’ relevant experience in development, implementation, monitoring and evaluation of high impact HIV/AIDS prevention and testing programs for military, civilian and key populations. The incumbent must possess knowledge to Produce site assessment, supportive supervision reports, and action/implementation plans, quarterly program reports. The incumbent must be able to coordinate online and in-person reporting platforms for site level service providers, volunteers, and outreach workers.
Knowledge: The incumbent must have an in-depth knowledge and skills in management of HIV prevention and testing programs and activities. S/He must have excellent Knowledge of HIV prevention, gender, care and support and good understanding of PEPFAR Program monitoring and evaluation.
Skills and Abilities: The incumbent must be able to work independently and work as a team member, to foresee problems and initiate appropriate actions, and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients.
S/He must have the ability to produce results in a timely manner.
The incumbent must be able to interact proactively with health facility teams.
S/He must have the ability to conduct focus group discussions and any other form of qualitative analysis (interviews, development and use of questionnaires etc.).
Incumbent must be competent in computer applications for program analysis.
Travel Requirements: Travel may be required for up to 15% of the time.
Language Proficiency: Level IV English (fluency in both written and oral) is required.
Supervisory Received: Supervised by the Associate Director PEPFAR.
Supervision Exercised: No direct supervision exercised.
