Country Office Background:

NRC initiated country operations in Nigeria in June 2015 in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Yola and Maiduguri Area Offices, Field Offices in Borno and Adamawa states and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Livelihoods & Food Security (LFS); Information, Counselling and Legal Assistance (ICLA); Education and Camp Management Camp Coordination (CCCM) in order to address identified humanitarian needs.

About the Role:

To help facilitate and enhance our Nigeria response, the country team is actively seeking an experieinced Head of Support (HoS) to join our operations. The HoS is a key member of the Country Management Group and actively contributes to the strategic direction of NRC’s Nigeria country operations. The HoS will lead the Support Unit and has the overall responsibility for ensuring that NRC’s HR, finance, logistics and administration systems provide relevant and adequate support to NRC’s programmes.

The HoS wil also be responsible for designing, planning and leading the implementation of key strategic initiatives to improve systems and structures. This includes managing and providing needs oversight to ensure that NRC Nigeria is well positioned in terms of having the right resources and structures to reach the objectives in our strategy. The HoS also plays a key role in planning processes, including the annual budget process.

Our ideal candidate for Head of Support:

NRC is looking for an experienced manager who has a high capacity and proven track record to lead and deliver on strategic projects. We are looking for a leader who can motivate and support other senior managers to be able to deliver on joint priorities. Significant experieince with assessment/allocation of resources and costs expertise is important. Someone who is highly organized and structured is also key. Prior experience in the oversight of support functions in medium to large size country offices of more than 200 staff is particularly relevant for this role.

This position will be generally responsible for:

  • Line management for support managers including Finance, HR & Admin and Logistics and ICT Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Facilitate the support functions strategic input to the development of the Country Strategy and Plan of Action
  • Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  • Responsible for ensuring quality support to project implementation.
  • Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs
  • Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
  • Responsible for development of new country specific technical SOPs, guidelines and tools Responsible for organisational learning related to programme support
  • Responsible for technical capacity building of support staff

Specific responsibilities include:

  • Oversee the setup of the third area office in Plateau State – ensuring all support functions are in place. Ensure all associated SoPs and processes are updated and fully implemented.
  • Provide technical support to all areas in HR, Finance logistic and ICT domain where it’s needed.
  • Lead the country office’s efforts to ensure cost effective delivery of all support functions identifying opportunities for cost savings and new and effective ways of working adapted to the changing operational landscape.
  • Guide and support the overhaul of NRC Nigeria’s approach to capacity building and training for the national workforce in order to support the country office’s nationalization efforts.
  • Support improvement of CO backlog system and compliance system, ensuring the country delivers programmes with the highest adherence to donor and NRC global compliance standards.
  • Lead ongoing efforts to improve data management, visualization and data protection. Ensure support departments adhere to improved data management systems and ensure information is shared, accessible and used for decision making across support functions and programmes.
  • Development and implementation of in-country policies, and strategies related to financial management, risk management, budgeting and funds management
  • Technical development and continuous adaptation of NRC’s financial and logistics management systems, procedures and tools through innovation, in close cooperation with other departments, donors, NGO partners, and Regional Office

12 months renewable contract
