CONTEXT :
Under the responsibility of the Development Manager of’Atlas Logistics (AL), the Grants Officer contributes to the implementation of’AL’s fundraising strategy in its field of intervention, by ensuring its active participation in the design of projects, as well as in the drafting of concept notes, proposals for projects and the follow-up of AL headquarters projects.
Atlas Logistics merged in 2006 with’ONG Handicap International. The’ objective of this merger was to strengthen the deployment capacity of’hihi. Atlas Logistique (AL) is an operational, technical and emergency unit of’HI, based on the H2H principle and specialized in providing shared logistics services and improving access to support humanitarian organizations in delivering aid to affected populations.
Currently, HI-AL is present in 11 countries : Bangladesh, Haiti, DRC, CAR, Mali, Burkina Faso, Togo, Benin, Afghanistan, Ukraine and Madagascar (forecast of’ opening in Mozambique in 2023).
OBJECTIVES OF THE POSITION /RESPONSIBILITIES :
Contribute to the drafting of project proposals and reports
- Write project proposals and conceptual notes ( alone or in a consortium or collaborations ) of AL, in accordance with the procedures for publication of proposals for donor projects and regulations and internal technical processes, in collaboration with the development Officer of AL, the teams of technical centers and deployment of AL, the field teams concerned ( project managers, grant officer ) and the other departments of HI involved ( Finance / RH / Logistics, 3i, etc. )
- Participate in key diagnostic and project design phases
- Host / Coordinate meetings to facilitate the design of new project proposals
- Facilitate launch meetings of the project writing process ( Kick off, ARCI, etc. )
- Develop back-planning for each call for projects, by collaborating with the various departments involved
- Contribute to the good coordination between the teams involved (headquarters/ground) for the compilation of contributions to project proposals up to the submission to the lessor. Make the adjustments requested by the lessor in order to submit a revised final version of the project proposal
- Ensure the compilation of narrative versions for global structuring projects and identified consortium projects of’AL headquarters.
- Participate with the manager of the development center or business development in the meetings of preparation of proposals with the institutional financing directorate (DFI) of’HI and the meetings of’internal arbitration (if necessary)
Donor compliance and funding
- Update Atlas Logistics’ fundraising strategy
- Identify donors, networks, partners, NGOs, influential groups in its sector; carry out donor and private sector mapping, donor/private analysis and recommendation according to the strategy
- Identify the major opportunities and suggest priorities in terms of business development in its sector
- Develop a business plan action plan (including KPI) and the Go to market Atlas strategy in collaboration with the Atlas finance manager
- Support the development of a language and key indicators facilitating the traceability of Atlas Logistics activities to measure its impact to inform donors
- Ensure compliance with the schedule (not the drafting) of the periodic reporting of the various donors for AL headquarters projects
- Support the manager of the development division in the analysis of the changes in donor strategies followed by the programme (financing strategies, financing areas, positioning notes, etc.)
- Participate in donor information meetings as part of the publication of project proposals and report back
- Identify or support the’ identification of private and institutional financing opportunities (at the headquarters level)
- Liaise and mobilize liaison officers from donors and private companies at the head office of HI
- Accompany or in some cases replace the development manager during meetings with donors and other’ partners
Communication
- Write standard narratives that can be used for cross-cutting issues ( climate, gender, youth, aid location, regionalization, nexus ), as well as the main elements of AL’s technical approach in the drafting of project proposals
- Write and revise contextual narrative « for AL » history, evolution of humanitarian logistics ( as part of writing project proposals
- Support internal communication and visibility actions ( writing project sheets, thematic notes, infographics for donors, organization of workshops and communication events, etc. )
- Support AL headquarters projects in the realization of their communication plan and their visibility by collecting their inputs, data and specific technical information in collaboration with the communication department of’HI, France, in order to produce the appropriate supports
PROFILE REQUIRED :
- You have followed a Higher Education in Business School or equivalent /You hold a Master in Development Cooperation and/or’Action humanitariane or you have followed a training in project management (project cycle, logical framework, identification indicators, risk analysis etc.)
- You have at least 2 years of’ experience in the drafting of humanitarian projects and submission to donors, design of concept notes, transversal approaches (climate, gender, etc.) / You have at least 4 years of’ experience in the management and monitoring of humanitarian projects (emergency or development) / You have at least 4 years of’ experience in the field in project management
- You have excellent RELational and communication skills (oral and written) as well as excellent ORGANISational skills
- You have an excellent level in French and English
- You master the Office Pack (Excel, PowerPoint, Word)

The post is located in Open Space, boxes are available for more calm if necessary and the’ workspace is very bright. The post office is easily accessible by public transport (bus, metro). Parking is also available.
