As part of its 2025–2027 Strategic Expansion Plan, GSF is establishing a dedicated FSL Unit to enhance food security, economic empowerment, and resilience of vulnerable populations affected by conflict and climate shocks in Northeast Nigeria.
Position Title: Food Security and Livelihoods (FSL) Program Coordinator
Duty Station: Maiduguri, Borno State (with field travel to Konduga, Jere, and other LGAs)
Start Date: December 2025
Duration: 12 months (renewable based on performance and funding availability)

Purpose:
The FSL Program Coordinator will provide technical leadership, strategic direction and overall management of all Food Security and Livelihood programs within GSF. The role will ensure that all interventions are evidence-based, climate-smart, gender-sensitive, and aligned with national priorities and international humanitarian standards.
The coordinator will also play a central role in resource mobilization, proposal development, partnership management, and team capacity building, ensuring effective integration with GSF’s
Health, WASH, Nutrition, Climate Change, and Protection Units.
Job Responsibilities:
1. Program Leadership and Coordination
- Lead the design, planning, implementation, and monitoring of FSL projects in line with GSF’s strategic plan and donor priorities.
- Supervise and provide technical guidance to FSL field teams to ensure quality, timely, and impactful program delivery.
- Ensure FSL programming is integrated with other GSF units (Health, WASH, Climate Change, and Nutrition) for holistic community impact.
- Coordinate with government ministries (e.g., BOSADP, BOSEMA, and Ministry of Agriculture) and clusters (Food Security & Livelihoods, Early Recovery).
- Participate in strategic coordination meetings, workshops and sectoral working groups.
2. Technical Design and Quality Assurance
- Develop technical guidance and standard operating procedures (SOPs) for food production, cash and voucher assistance, value chain support, and livelihood recovery.
- Promote climate-smart agriculture, livestock production, and natural resource management practices.
- Lead the development and implementation of community-based approaches such as Farmer Field Schools (FFS) and Village Savings and Loan Associations (VSLAs).
- Ensure adherence to humanitarian principles, accountability frameworks, and gender inclusion in all FSL interventions.
3. Resource Mobilization and Partnership Development
- Lead proposal writing and concept note development for donor funding (UN agencies, INGOs, and foundations).
- Identify funding opportunities and coordinate donor engagement in collaboration with the Executive Director and Program Director.
- Build and sustain partnerships with local institutions, private sector actors, and government agencies.
- Manage project budgets, ensuring cost-effectiveness and compliance with donor and GSF policies.
4. Monitoring, Evaluation, and Reporting
- Work closely with the M&E Unit to establish FSL performance indicators, tools, and data collection methods.
- Ensure accurate documentation, analysis, and dissemination of results, success stories, and lessons learned.
- Prepare high-quality monthly, quarterly, and annual program reports for management and donors.
- Support evidence-based learning and adaptive management through regular project reviews.
5. Capacity Building and Staff Supervision
- Provide technical mentorship and training to FSL volunteers and community-based facilitators.
- Facilitate capacity strengthening of farmer cooperatives, youth groups, and women-led enterprises.
- Promote teamwork, accountability, and performance-based culture among the FSL staff.
6. Cross-Sectoral Integration and Representation
- Work closely with the Health, WASH, Nutrition, and Climate Change Units to design and deliver integrated livelihood solutions.
- Represent GSF in Food Security and Early Recovery coordination forums at the state and national levels.
- Advocate for inclusive policies and programming that address the needs of women, youth, and vulnerable households.

Qualifications and Experience
Education
- Minimum of B.Sc. or B.Agric in Agriculture, Agricultural Economics, Agribusiness, Rural Development, or related field.
- A Master’s degree in Development Studies, Project Management, or Food Security is an added advantage.
Experience
- Minimum of 5 years of progressive experience in food security, livelihood, or agricultural development programs (preferably in humanitarian or development settings).
- Experience in proposal writing, donor relations, and resource mobilization (especially with UN, INGOs, or institutional donors).
- Proven experience managing multi-sectoral projects and teams.
- Experience working in Northeast Nigeria or similar contexts is highly desirable.
Skills and Competencies
- Strong leadership, communication, and interpersonal skills.
- Excellent knowledge of value chains, market systems, and cash-based programming.
- Good understanding of climate adaptation and resilience-building.
- Proficiency in Microsoft Office Suite, KoboCollect, and other data tools.
- Strong analytical, reporting, and presentation skills.
- Fluency in English and Hausa (Kanuri is an advantage).
