We have an opportunity for a self-starting Finance and Administration Officer at the Nigeria Country Office, who will proactively manage all transactions and postings for the Country Office. He/she will Create and balance accounting report periodically, coach colleagues and support partners on best practice in relation to financial compliance as well as support partners in relation to QuickBooks posting and, financial reporting principles

.

Job Overview

  • Responsible and accountable for all finance matters in the Country Office.
  • Ensures strong financial discipline in Country Offices finances, implements control and compliance checks to ensure donor funds are utilised in line with CBM and donor agreements.
  • Works closely with local partners to ensure all CBM financial requirements are met.

Responsibilities and Duties

o Real-time input of financial transactions into the accounting system to ensure completeness of financial reports extracted from the accounting system.

o Participate in preparing and managing the financial risk of the Country office.

o Prepare the Country Office payroll, and ensure tax calculations, pension and other statutory contribution are made in line with relevant CBM internal and national regulations.

o Maintain internal accounting system and records, and ensure reliability and integrity of financial management information systems, documentation and reports.

o Ensure that internal control procedures and donor regulations are adhered to for all cash and bank disbursements, receipts, transfers and include appropriate backup of supporting documentation.

o Process all payments (bank) ensuring that proper support documents are included, and are properly approved internally before payment.

o To ensure the safe keeping of all critical financial tools such as cheque books (in all currencies), receipt books and payment vouchers.

o Ensure proper cash flow management to run the office, with the support of Country Finance Manager

o Maintain and manage petty cash documents while observing approved standard procedures

o Reconcile all ledgers, to ensure that all transactions are accurately recorded and reported

o Monitor actual versus budget, bank balances, cash balances and asset purchases, with a view to advice on any arising financial issues with potential budget holder.

o Support in tracking and providing needed reports for KCO budget transfer and implementation rates, on request;

o Respond to partner and staff inquiries, maintain good customer relations and solve problems within scope of work;

o As a member of the procurement committee, ensure that any purchase, lease or sale of assets is done in accordance with procurement guidelines and receives the required approvals.

o Prepare and support the annual audit of Country Office accounts.

o Submit timely and complete reports as per agreed timetable and in line with established reporting requirements (CBM, donor & regulatory).

o In charge of proper preparation, circulation, filing and archiving of all accounting, financial and contractual documents in conformity with CBM procedures.

o Document and maintain updated administrative processes and procedures; initiate and lead regular reviews to ensure clarity, effectiveness and efficiency

o Observe compliance with financial regulatory requirements including statutory accounts, audit, tax filing, pension contributions, etc.

o Perform any other duties as assigned from time to time by the Country Finance Manager.

Partner Financial Management

o Participate in Programme design and proposal writing;

o Support in Partner Budget Application Process – Mentorship/inducting of partners on; budget development and review; compile budget summaries; Uploading approved budgets into NAVISION; making necessary revisions as maybe required; providing budget Notifications to Program Team for sharing with partners;

o Support in partner trainings or capacity building as required including inducting partners on CBM contractual obligations, procedures and requirements including reporting templates, statutory requirements;

o Contribute as member of Team of Competency in Partner Assessments, compliance checks as required.

o Critically analyse partners’ financial reports for compliance against approved budgets;

o Jointly with programme team conduct partner field visits perform tasks such as inducting partners on CBM finance requirements and procedures, spot checks on finance management, internal controls in place and progress on capacity improvement recommendations;

o Review designated quarterly finance/narrative reports, year-end closing reports paying special attention to completeness, adherence to CBM format, burn rate within approved budget and supporting documentation.

o Support tracking and monitoring of partner’s budget implementation rate (BIR) in relation to fund transfer rate and ensuring partners receive project funds on time;

o In liaison with Program Team, prepare partner savings/unspent funds for approval before lapsing, re-allocation, re-designation and/or re-utilization;

o Support in the continuous updates and follow ups of partners issues log identified during field monitoring, compliance visits and audits;

Additional Responsibilities

In addition to the responsibilities outlined above, the incumbent will upon instruction by his superior (s), perform ad hoc activities which are either by their nature related to his normal duties or evolve from operational requirements.

Person Specification
All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process. Qualifications:

  • Degree in Finance, Accounting, Internal Audit. Professional qualification in accounting desirable (e.g., ACCA, CIMA, CIA) but not essential*.

Experience:

  • A minimum of 2 years’ experience in a similar role ensuring effective financial management, systems and controls, including institutional grant management, particularly with an international development organisation.
  • Experience in budget development, monitoring and reporting.
  • Familiar with accounting packages – knowledge in Microsoft Dynamics (accounting package) advantageous but not essential*.

  • Skilled in producing quality financial reporting.
  • Sensitivity with individuals from a variety of cultures, professions and personal backgrounds.
  • Ability to develop finance management capacity in others, and promote the importance of solid financial controls internally and to partners.
  • Ability to prioritise work and meet deadlines.
  • Thoroughness and business acumen.
  • Attention to effective written and verbal communication.
  • Ability to perform all tasks in a confidential manner.
  • Self-starter and completer-finisher with excellent attention to detail.
  • English communication skills (written and spoken), next to local language skills.
  • Passionate about making a contribution to effecting change at a global level for and alongside people with disabilities and their communities, with a deep commitment to the vision of CBM Global and sympathetic to our Christian values.
  • Advanced skills with MS Office, particularly Excel.
