Technical Advice Connect Limited/GTE (TA Connect) is a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services across Africa. TA Connect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support for states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.

The scope of work (SOW) sets forth the services to be provided by the Finance and Admin Analyst, Technical to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.
Job Description:
The Finance and Admin Analyst, under the supervision of the State Team Lead and with functional accountability to the HQ Finance Manager, ensures effective financial management at the state level. The role supports budgeting, reporting, treasury and administration in line with donor guidelines, organizational policies, and Nigerian financial regulations.
Principal Duties and Responsibilities (Essential Functions):
- Coordinate state-level financial planning, monitoring, and forecasting in alignment with approved budgets and donor guidelines.
- Ensure effective budgetary control, cost monitoring, and compliance with grant agreements.
- Ensure all state-level financial transactions and documentation comply with donor requirements, internal policies and Nigerian financial regulations including tax administration.
- Oversee timely preparation and submission of state-level reconciliations and financial reports for consolidation at the national level.
- Support audits and donor financial reviews at the state level.
- Maintain robust internal control systems to safeguard program funds and assets.
- Monitor cash flow requirements and ensure timely disbursement of funds to support program activities.
- Coordinate with procurement and operations to ensure proper financial documentation for vendor payments.
- Work closely with the State Team Lead and other state-level staff to ensure seamless integration of financial management into program activities.
- Oversee end to end procurement at state office.
- Maintain and store all procurement documentation.
- Provide logistics support for meetings, trainings, workshops, and official events (venue booking, travel arrangements, participant logistics).
- Coordinate office supplies and ensure timely restocking.
- Maintain an up-to-date asset and inventory register.
- Tag, record, and track TAConnect assets and consumables.
- Monitor usage and maintain all office equipment (routine servicing and repairs).
- Provide day-to-day office administration support, including record-keeping, filing, and correspondence.
- Maintain vendor and service provider databases.
- Handle travel and accommodation arrangements for staff and consultants.
- Ensure proper documentation and filing of operational records for audit purposes.
- Ensure operations activities comply with TAConnect policies and donor requirements.
- Prepare routine operational reports (procurement status, asset status, logistics updates).
- Escalate operational issues in a timely manner.
- Perform other reasonable tasks as assigned by the Supervisor or designated representative.
Job Qualifications
- A Bachelor’s Degree in Business Administration, Finance, or equivalent. ACA/ACCA/CPA or other recognized professional accounting and business administration qualifications will be an added advantage.
- Minimum of 4 years of relevant experience and progressive responsibility in finance, accounting, internal controls, and project operations.
- Experience working on large donor funded projects is preferred.
- Demonstrated experience and knowledge in managing operations and financial systems.
- Ability to respond effectively to sensitive inquiries or complaints with confidentiality and integrity.
- Proficient in Microsoft programs, i.e., Excel, Word, PowerPoint, etc., and proper financial documentation using QuickBooks as well as various commercially available accounting software programs.
- Proficient in developing and monitoring budgets, with a solid understanding of documentation standards, audit procedures, and performance evaluation practices required to maintain full audit compliance.
- Analytical and organized team player with strong problem‑solving skills, professionalism, and ethical standards. Demonstrates adaptability, reliability, and a collaborative approach to achieving goals.
- Demonstrated ability and willingness to both train and be trained.
- Strong communication and interpersonal skills with a commitment to accuracy and detail.
- Skilled in prioritizing tasks in time‑sensitive environments, meeting deadlines, applying sound judgment, and demonstrating solid financial awareness.
- Strong written and spoken communication skills in English, and any other local languages will be added advantage.
Supervision
The Finance and Admin Analyst, will report directly to the State Team Lead.
