Consultant to Support Community-Based Reintegration Activities in
Yusufari LGA Yobe State

Organization Overview

Concern for Women and Children Development Foundation (COWACDI) is a women-led organization born out of a passion for the well-being of Women and Children in Nigeria. It has a special interest in mitigating the suffering of vulnerable persons (mostly Women & Children) in times of crisis. Currently, the organization has focused its attention on the North East of Nigeria with special emphasis in Borno, Yobe and Adamawa states (the BAY states) due to the decade-old crises. COWACDI intervenes through a community-based approach in addressing Gender-Based Violence prevention and response programs, Child protection, and peace-building and empowerment. COWACDI operates with full respect for humanitarian law and works with concrete policies and principles of international standard such as humanity, impartiality, neutrality and independence and accountability to affected population.

Background

Project Summary

COWACDI in partnership with The International Organization for Migration (IOM) is implementing a Community-Based Reintegration Activities in Yusufari LGA of Yobe State, which aims to contribute to facilitating orderly, safe, regular, and rights-based migration through the facilitation of dignified voluntary return and the implementation of sustainable reintegration.

Reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Beyond individual interventions, the program targets host communities, and communities of return to enhance reintegration of migrant returnees and social cohesion. Communities with strong social networks and access to resources can provide support and protection to returnees and themselves benefit from the reintegration process. But when communities are unable to provide these networks and resources, the experience of return can constitute a risk factor for the community and the returnees. Most of the time, returnees return to communities where the same challenges that led to their decision to migrate irregularly still exist. It is envisaged that the implementation of Community-Based Reintegration Activities will contribute to mitigate some of the drivers of irregular migration and ease the pressure off potential migrants and make migration a matter of choice rather than necessity.  Community-Based Reintegration Activities as a project is also important to enable communities to better accept, support and include returnees for sustainable reintegration.

The project provides Community-Based Reintegration (CBR) support which aims at involving returning

Migrants in income-generating activities within their home communities to promote inclusive local development while also reducing the socioeconomic challenges in the areas and the impact of return migration on the prioritized receiving communities. COWACDI would like to engage the services of a qualified and interested consultant to support the implementation of this program;

Planned Timelines:

              Start date:  ASAP 

              End date:   31.11.2022

Work to be performed:

The consultant under this project will mainly be training participants on the provided skill acquisition activities stated below;

  1. Providing training to selected beneficiaries on entrepreneurship, business management (general), customer relations, and other skills that will determine the readiness of participants to sustain the program. Others include peace and social cohesion for target beneficiaries. 
  2. Organize and facilitate training following areas subject to assessment in the target location;
    1. Baking 
    1. Grinding commodity, groundnut oil extraction 
    1. Tailoring, embroidery and cap knitting 
    1. Leatherwork

Under these activities, the consultant is expected to develop the following checklist to certify the completion of service delivery.

  • Develop training modules for each training session 
    • Facilitate the delivery of training activities
    • Evaluate the impact level of the training activities 
    • Develop a report on the activities carried out 

All activities under this reintegration/income-generating to improve the economic self-sufficiency of target beneficiaries and their communities. This is done through improvements in the access to the basic services, income-generating activities, and activities to enhance social cohesion.

Specific Requirements

The required qualifications for the consultant include the following:

  • Knowledge and experience in project-level or state/national-level MEL system implementation. 
    • Experience in data collection, analysis, management, and development of reports.
    • Proven ability to use MS Office software (especially Word, PowerPoint, and Excel) is essential. Experience with other computer programs such as Power BI, SPSS, Epi info, Stata would be an advantage.
    • Knowledge of Reintegration and empowerment programs in developing countries in general and Nigeria specifically.
    • Sensitivity to cultural differences and understanding of the social, political, and ethical issues surrounding reintegration and empowerment.
    • A high degree of proficiency in written and spoken English and local language communication. 
    • Ability to work remotely, manage tight deadlines and deliver high volumes of work with minimal supervision.

Qualifications Required:

  • Advance degree in economics, information management, or relevant subject matter with at least 5 years’ knowledge and professional experience in reintegration and empowerment, Qualification and experience in development and peace studies is an added advantage.
    • Basic knowledge of cultural and conflict context within the target location (Yusufari LGA, Yobe state).

Skills / Technical Skills and Knowledge:

  • Strong communication, interpersonal, organizational and writing skills
    • Ability to communicate and explain technical and programmatic issues.
    • Proven ability to use MS Office software (especially Word, PowerPoint, and Excel) is essential. 
    • Experience with other computer programs such as Power BI, SPSS, Epi info, Stata 
    • S/he should have at least 5 years of confirmed working experience in similar assignment. 
    • Have an excellent analysis, synthesis and report writing ability.
    • Experience with data analysis packages will be added advantage.
    • Be a team player and able to work under pressure.

Language Requirements:

  • Excellent knowledge of English and Hausa. Knowledge of a local language is beneficial.

Level of Effort:

  • This Consultant will be expected to commit up to the terms of the agreement. 
    • This consultancy is exclusive therefore, for the period of this implementation consultants are not allowed to take other paid activities this is so as not to interfere with the delivery of tasks stated within the scope of agreement or contravene the COWACDI Code of Conduct that will be provided to you, which is required of you to adhere to. 
    • Additional time commitments may occasionally be required.
