Job Title: Expressions of Interest: Procurement of the Intergovernmental Engagement Consultant – PESD

Overview and Job Description

  • The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Intergovernmental Engagement Advisor (IEA) for Power Systems Development Department (PESD) in the Energy Complex (PEVP).
  • The Intergovernmental Engagement Advisor will be part of the National and Regional Power Systems Division (PESD.1). The National and regional power Systems Division activities are structured around five areas which are:
    • Power sector reforms,
    • Project development and PPP project advisory,
    • Regional Power markets development,
    • Utility Transformation and
    • Resource Mobilization.
  • PESD.1 offers to the African Development Bank’s Regional Member Countries (RMCs) and private sector clients deep sectoral expertise related to the planning, preparation and development of sustainable power systems, within the areas of power generation, transmission and distribution, public utilities’ transformation, policy and regulation, and development of regional power markets.
  • Project development and PPP project advisory are the Bank’s Knowledge-based Operations (KBOs) under the Bank’s PPP Framework.
  • The Bank supports project development and provides advisory services to Governments and Private Sector that are seeking to introduce the participation and/or to partner with the private sector in projects through development, investment, ownership, management, operation, and maintenance of the Project by one or more private sector investors with established financial standing and experience in the efficient management, operation and maintenance of similar facilities in the sector of power generation.
  • The Bank has received several requests for the provision of advisory services for Generation and Transmission projects. The Bank draws upon the services of specialized consultants to complement its own services in the assessment of project proposals and the development, financing, and management.
  • The services to be provided under the IEA assignment include substantive support to the Bank’s Advisory Teams in the execution of advisory mandates. This will involve strategic dialogue with Government(s) during the planning, designing and implementation stages of energy projects.
  • The Consultant’s duties will include but not be limited to the following activities:
    • Support the Bank’s Partnership Development & Strategic positioning agenda through her/his expertise, regional contacts and demonstrated ability
    • Provide expert advice on optimum implementation approach for the Client in terms of governance, development, procurement, structuring and financing of complex projects
    • Assist in high level dialogue and discussions with relevant governments, Clients, and partners to seek buy-in for the implementation approach
    • Provide support on the development of effective external and internal partnerships with relevant stakeholders, inter alia development partners, power utilities, power pools, regional power sector development commissions, investors, developers, civil society, regulators, project implementation units or project directorates to extend the reach and impact of the Bank sector development programs
    • Assist in maintaining of contact with government agencies in the countries concerned, embassies, relevant International financial institutions, and donors, as well as companies, consultants, contractors, knowledge institutes and/or NGOs that carry out or contribute to the projects
    • Prepare and/or review materials such as reports, presentations, communications, speaking notes, agreements and other resources as needed.

Requirements
The minimum qualification requirements of the Consultant are as follow:

  • Master’s Degree in Economics, Business, Public Relation, Social Science, Political Science or related field
  • Fifteen (15) years of experience in project finance and the provision of transaction advisory services
  • Ten years (10) of demonstrable experience in the following areas:
  • Working with (international) companies and governments
  • Understanding the dynamics in assessing and structuring regional projects and the geopolitical issues thereof
  • Development cooperation, especially in or with developing countries and on the cutting edge of private sector development
  • Assessing knowledge-intensive project proposals from and for developing countries
  • Good analytic skills and context sensitivity, which enable you to estimate the feasibility of actions and/or decisions
  • Worked in or for companies, organizations, or governments in Africa and/or you are sensitive to multicultural communication for working in the region.
  • Fluency in English language and either French or Portuguese languages is required.

Condition of Service

  • The Consultant shall be recruited through a Time-Based Contract with the anticipated inputs of 90 working days extended within a period of six (6) months contract.
  • The contract is renewable depending upon the performance, needs and availability of financial resources
