The African Climate Foundation (ACF) is the first and only African-led climate change re-granting organisation on the continent. Through its grant making and thought leadership, the ACF seeks to support interventions at the nexus of climate change and development that have the greatest potential to deliver long-term socio-economic transformation and inclusive development.

About the Energy Access and Transitions Programme

  • Recognizing the critical importance of energy access and security to economic development and the realization of fundamental human rights, the ACF’s Energy Access and Transitions Programme works towards supporting the rapid scale up of sustainable energy solutions at both the national (and sub-national level) and across the continent more broadly.
  • With a strong emphasis on supporting sustainable solutions that can unlock long term socio-economic development, the work of the Energy Access and Transitions Programme interfaces closely with questions of localization and industrial policy, regulation, finance, and trade.

About the Job
Reporting to the Head of Programmes, you will:
Oversee the execution of the Programmes strategy, including:

  • Leading the review and revision of the strategy and development of a revised costed implementation
  • Overseeing sector-relevant research and analysis to inform effective programming, delivery, and monitoring of progress.
  • Working closely with ACF Country Leads to ensure delivery and facilitate synergies.
  • Working closely with the MEL Advisor to ensure effective monitoring and reporting on delivery against programmatic indicators, and support evaluation and learning initiatives.

Develop and maintain strong working relationships with key stakeholders, including:

  • Governments (national and sub-national), finance institutions, civil society actors, think tanks and research organisations, the philanthropic community, and other key stakeholders.
  • Identifying key partners through stakeholder mapping and continuous engagement.

Lead and oversee the Programmes grant-making, pipeline development and managing the grantee portfolio:

  • Overseeing the programmatic grant making portfolio, ensuring efficiency and effectiveness of programmatic grant making, and delivery on ACF objectives.
  • Managing the programmatic budget, identifying funding gaps, developing and leading fund raising strategies.

Supporting thought leadership, including:

  • Contributing to the ACF’s research and online content and representing the organisation at public events or in the media.
  • Providing support to the broader ACF team, including the Senior Management Team, the Board and Council, on issues related to Energy Access and Transition.

About You

  • We are looking for an experienced Programme Manager with a deep understanding of energy and development, who is innovative, solutions orientated and who thrives in a fast-paced environment.

Requirements

  • A Master’s Degree or equivalent in Engineering, Development Studies, Economics, Finance, or related field.
  • 10 years progressive experience working at the intersection of economic and energy policy in Africa, four years of which must be in a supervisory capacity.
  • Experience working on or supporting governments, communities, or businesses in developing renewable energy projects or project pipelines.
  • Experience working in and networks across West or East Africa.
  • Experience working with financial institutions including MDB’s, central banks, and the banking sector.
  • Fluency in English and French.
  • Excellent communication skills (both verbal and written).
  • Prioritizes work and meets deliverables.
  • Strong problem-solving skills.
  • Honesty, integrity, and high levels of professionalism.

Question

  • With a global recession on the cards and an increasing number of African countries facing debt distress, mobilizing resources to support energy access will become increasingly difficult.
  • There are however a few models being tested that may hold potential for other countries, such as South Africa’s JET-P and the newly announced debt for nature swap between Spain and Cabo Verde. Drawing on the SA JET-P example, discuss what you think the replicability of such a model is in other African countries and what lessons you think can be drawn from the South African experience.
