Background:

NEYIF is a National Non-Governmental Organization (NNGO) that is non-religious and nonprofit making founded in 2011 with the primary aim of improving the quality of life of the people of Northern Nigeria and the less privilege in the communities through Awareness, Sensitization, Community mobilization, Engagement, capacity Building and Advocacy. Operational in Northern Nigeria since 2013, NEYIF is presently in Abuja, Adamawa, Borno and Sokoto states with its Headquarters in Damaturu, Yobe State. As an active member in WASH, Education, Livelihood & Food security and SGBV/Protection Working Groups, NEYIF cooperates closely with relevant UN agencies, other INGOs, local NGOs and local authorities. All NEYIF ongoing programs in the field of WASH, General Protection (Child Protection, PSS & GBV), Education Livelihoods and Food Security contribute to the Nigerian Humanitarian Response Plan and comply with the Core Humanitarian Standard Serving IDPs, returnees and host communities (in and outside camp settlements), persons at risk or conflicts.

We are recruiting to fill the position below:

Job Title: Education Officer

Location: Damaturu, Yobe state

Required Travel: 75%

General Position Summary 

The Education Officer will be responsible to provide the day-to-day management of all Protection/GBV cases re-enrollment of the survivor with nearby school and follows up. S/he will also liaise directly with other service providers working within his/her working LGA and its communities to facilitate referrals to other service providers (Government /or Education providers, etc.)

Essential Job Responsibilities 

STRATEGY & VISION

  • With the support and guidance of Programme Director/Project Manager, lead the implementation of NEYIF’s Protection project education activities within the implementing LGAs in Yobe through provision of Education in development and services to the children.
  • Liaise with functional Learning Spaces and Community Education Committee in project locations
  • Set up of adolescent literacy and numeracy clubs.
  • Development of literacy and numeracy learning curriculum with girl’s empowerment focus.
  • Mapping numbers & ages of children & organising appropriate playgroups.
  • Manage the distribution of age and gender appropriate play materials.
  • Identify critical program gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps
  • Ensure quality in the programme by building capacity of the Community Volunteers and Youth Mentors through trainings in psychosocial support, life skills etc. 
  • Provide guidance to field-based education team on common standards, innovative strategies and approaches which ensure a capacity to address NEYIF Commitments for Children in development, and reflect good practice in developmental education responses
  • Facilitate the mainstreaming of education into protection activities by encouraging and providing guidance for the provision of adequate assistance for vulnerable migrants, including victims of trafficking, unaccompanied minors and migrants with psychosocial and/or physical health concerns  
  • Assess capacity development needs with regard to education and/or protection issues among local authorities, local and international NGOs, and other stakeholders, and provide technical assistance and coordination  
  • Ensure adequate monitoring and evaluation of education activities and draft quality internal and external reports on education activities  
  • Assist with drafting, editing and regular reports required by the donor  
  • Check synergies and referral opportunities with other education projects and stakeholders, including private partners, in order to consistently provide comprehensive assistance to migrants assisted in their voluntary return  
  • Liaise with national and state authorities, programme partners, civil society, the international community and donors to coordinate the delivery of education support and to maintain visibility of activities  
  • Undertake travel duties as requested

  • Manage individual protection cases, including maintaining strict protocols for confidentiality and consent.    
  • Conduct follow-up monitoring visits to ensure that needs have been met in an appropriate manner and beneficiary have the opportunity to provide feedback on the assistance received.     
  • Provide verbal and written feedback to supervisor on progress, lesson learnt, achievements and gaps, issues and problems.  
  • Keep a database of the number of beneficiaries per activity in each location, disaggregated by sex   
  • Liaise with relevant public authorities and service providers in order to foster effective collaboration and encourage national interest and ownership in protection/education of refugees and other persons of concern.  
  • Any other duties as may be assigned by the Line Manager;  
  • Conduct duties in accordance with NEYIF’s programming and protection Standard Operating Procedures (SOPs);  
  • Conduct duties in strict accordance with NEYIF Code of Conduct and the principle of confidentiality.  
  • Maintain and promote a positive image of NEYIF and its activities by explaining what NEYIF is doing and why NEYIF operates in that way.  

PROGRAM MANAGEMENT

  • Support Protection/GBV education program start-up in his/her working LGA and ongoing program management and administration of teams.  
  • Ensure that program implementation is responsive to communities and partners and consistent with NEYIF’ relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
  • Support the development of program implementation strategies, including partnership frameworks, beneficiary targeting and distribution process as well as psychosocial and capacity building of partners.
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and NEYIF policies and procedures.
  • Fulfill NEYIF’ Program Management Minimum Standards based on the organization wide guide.
  • Ensure all interventions adhere to NEYIF’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Ensure compliance with donor and NEYIF regulations related to emergency programming.
  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.

  • NEYIF team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and NEYIF’s policies, procedures, and values at all times.
Qualifications and Skills
  • B.Sc in relevant field required;
  • 2-3 years of experience working on Protection & S/GBV programming with a focus on prevention preferred
  • Knowledge of international humanitarian standards for GBV prevention, protection and response
  • Previous experience working on social norms change
  • Experience with developing and implementing Protection & GBV programmes
  • Demonstrated understanding of the needs of survivors
  • Ability to maintain confidentiality, medical ethics and respect for clients at all times.
  • Experience in participatory techniques and community mobilization
  • Demonstrated experience working with men to end violence against women and girl •          Excellent oral and written skills and computer skills 
  • Fluency in English and Hausa is required.
