SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting their basic needs, such as food, water, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI’s interventions leverage expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential area of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people, including expatriates, national employees, permanent staff at headquarters, and a few volunteers—operate with professionalism and commitment while respecting cultures.
The mission
Solidarités International has been working in the DRC since 2001, to meet the humanitarian needs of populations affected by conflicts and natural disasters and to participate in the fight against epidemics.
The mission is active in the areas of food security and livelihoods (FSL), water, hygiene and sanitation (WASH), and multi-sectoral cash transfer assistance (direct cash or vouchers). Each of our activities includes a strong protection component (transversal or “stand-alone” via an implementing partner).
Our programs cover emergency response, via rapid response programs (RRM) and “second-line”. However, they also include recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, namely maintaining a strong emergency response capacity while developing sustainable solutions to the problems affecting the populations of the eastern part of the country.
The mission consists of a coordination unit that has been relocated since the outbreak of the M23 crisis in Bunia and three operational bases located in Petit Nord Kivu (Goma, with a sub-base in Kiwandja), in Grand Nord Kivu (Beni with a sub-base in Nobili) and in Ituri (Bunia, with a sub-base in Fataki). As part of our multi-year strategy, we aim to open new bases and expand our programmatic portfolio.
The Petit Nord Kivu operational zone is participating in this growth dynamic, in conjunction with the National Coordination. Indeed, field teams are implementing various projects (emergency, recovery, and development) while conducting multi-sector assessments with the aim of obtaining additional funding and continuing its support to vulnerable populations. Currently, the base is funded by the following donors: SDC, CDCS, ECHO, and FCDO. It is also worth mentioning that a multi-sector emergency assistance project for internally displaced populations and those returning from the M23 crisis in the territories of Rutshuru and Lubero is being implemented.
General objective:
Ensure the processing of accounting and financial operations, tasks and procedures related to Human Resources at the operational base and sub-base
Main Challenges:
• Volatile context;
• Logistical access issues;
• New operational zone
Priorities for the first 2/3 months:
• Actively participate in the implementation of the new operational zone.
• Develop team-building initiatives to strengthen cohesion and the working atmosphere in the base and sub-base.
Security :
The context is particularly volatile. However, security processes and dynamic context analysis are in place to reduce risks.
FORMATION
• University degree of minimum BAC + 3 level in one of the following fields: Accounting, Administration, Finance, Human Resources Management, humanitarian.
EXPERIENCE:
Experience in the humanitarian sector:
• At least one experience in an emergency context and if possible in Africa.
• At least one experience of a mission with a difficult security context and if possible in Africa.
Experience in a similar position:
• Minimum 2 years of experience in similar positions in Log, Admin or both.
• Previous experience in team management.
COMPETENCES:
• Accustomed to working in an unstable political and security environment.
• Proficiency in accounting software, Excel, SAGA; Homer.
• Proficiency in the Office package.
• Basic knowledge of IT management.
• Managerial qualities, and in particular in capacity building.
• Taste for teamwork.
• Organizational and prioritization skills, and the ability to manage several things at the same time.
• Strong work capacity and resistance to stress.
• Availability, flexibility, autonomy.
• Strong adaptability.
• Knowledge of specific IT themes and tools highly appreciated.
• Knowledge of the DRC context appreciated
LANGUAGES:
French, English and Swahili appreciated
A salaried position: Depending on experience, from EUR 2310 gross per month (2100 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and eye care, and repatriation) and a welfare system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.
LIVING CONDITIONS:
Living conditions in Goma are very good:
– Accommodation in a guest house with a bedroom and private bathroom.
– Cook available and access to varied, quality food adapted to different diets.
– Many organizations based in Goma and opportunities for a good social life.
– Many activities in the city (restaurants, bars, sports, etc.).
– Close to the Rwandan border, possible to spend a weekend or more there.
– Security rules evolving according to the context. Current curfew set at 2 a.m.
It is worth mentioning that expatriates working in this area will not necessarily be based in Goma, but could spend some time in the field depending on the evolution of the context. In particular, they could be deployed and based in the Rutshuru territory, where living conditions are different:
– Presence of armed groups and significant security considerations.
– Less opportunity for social life and extra-professional activities .
However, regular trips back and forth to Goma will remain possible.
