FSD (Fondation suisse de déminage) is a Geneva-based humanitarian organisation that has been for over 25 years to protect civilian populations from mines and other explosive remnants of war. Our teams locate and destroy explosive devices, conduct awareness-raising campaigns among affected populations and set up assistance projects for victims of accidental explosions.

FSD currently employs more than 700 people on four continents and has worked in 30 countries since it was founded in 1997.

JOB DESCRIPTION

The FSD Ukraine Programme Officer is a critical member of the country management team in Ukraine and provides support to FSD’s Deputy Head of Operations and FSD Ukraine’s Country Director with donor management, representation at key coordination meetings, proposal writing and programme design and development. Whilst the position works in support of senior management in Ukraine, the incumbent is expected to be autonomous and able to operate without supervision and work on initiative.

The FSD Ukraine Programme Officer reports directly to the Deputy Head of Operations at FSD Headquarters or Kyiv as necessary. He/she also works in support of individual Programme Managers in Ukraine as tasked by the Deputy Head of Operations and assists in donor relations, business development, strategy and planning in the FSD HQ in Kyiv.

ROLES AND RESPONSABILITIES:

The FSD Ukraine Programme Officer has a number of roles and responsibilities. Some of the key roles, required competencies and responsibilities and roles are outlined below:

Competencies

  • Preferably master’s degree level or equivalent in sociology, humanitarian/development, crisis/disaster management, conflict resolution and peace studies or similar discipline.
  • Minimum of five years deployed in the field working in humanitarian/development/peace and security programmes in a junior to mid-management role or greater.
  • Five to ten years of experience working within a humanitarian/development/peace and security context within an NGO, UN agency, grant management or donor management role/context.
  • Proven experience of proposal writing for international donors, UN programmes, grants and/or contracts.
  • Proven experience of donor management and coordination; able to provide examples of coordination roles, experience of managing donor contracts with donor representatives and representation of NGO/UN/similar international organisation to international donors/embassies/government ministries.
  • Exposure to donor grant management, humanitarian project management and donor rules, procurement, budgeting and contract management.
  • Humanitarian project proposal writing (mainly mine action), report writing, knowledge of logframes, theory of change models and basic research methodologies (for baselines, KPA surveys and monitoring and evaluation of KPIs and logframe results)
  • Liaison and communication with donor representatives, embassy staff, other NGOs, UN bodies and coordination groups and cluster members.
  • Liaison and communication with national authorities, military command(s) (SES, Police/mine clearance agencies, DST etc.) as directed by FSD Deputy Head of Operations
  • Representation of FSD Ukraine as requested by FSD’s Deputy Head of Operations (national authority meetings, ministries, working groups, UN Cluster Meetings, other NGOs, IPS etc..).
  • Periodic reporting to FSD HQ, donors and in country programme managers and Deputy Head of Operations on country coordination/strategies and progress, donor relations, trends and practices/changes and mine action related laws and procedures.
  • Monitoring of legal mechanisms for NGOs in country and associated compliance and documentation.
  • Completion and drafting of donor reporting in support of FSD’s Deputy Head of Operations as necessary.
  • Assistance in development, proposal writing and monitoring of any non-mine action projects in Ukraine; such as mine victim assistance, socio-economic development, environmental remediation, climate resilience and food security etc.

LOCATION AND TRAVEL:

The FSD Ukraine Programme Officer is based in Kyiv, Ukraine, and may be expected to travel within the region and to FSD’s field programmes (as required and when safe). On occasions, by mutual agreement, the FSD Ukraine Programme Officer may also travel to conferences, external donor meetings and FSD HQ locations as necessary (Geneva or Manila).

FSD also holds an annual Programme Managers’ Conference and the incumbent is expected to attend, this is normally in Manila.

GENERAL:

  • Work within the framework of FSD’s core values, promoting its ethos and mission statement; especially impartiality and non-political alignment.
  • Work towards achieving FSD organisation and programme level objectives.
  • Stay informed of FSD global activities.
  • Ensure familiarity with and adhere to all FSD policies and procedures.
  • Participate in meetings, networks and seminars as and when requested by HQ Operations Geneva.
  • Participate in FSD training activities as and when requested by HQ Geneva.
  • Undertake the role in a manner appropriate to respective cultural contexts and within all local legal frameworks.
  • Undertake any other duties appropriate to the post as may be required.
