Key Responsibilities
- Lead and manage the full lifecycle of the HCMF Digital Health Fellowship, ensuring the programme develops high-quality young professionals across ICT, Biometric Solutions, Project Management, and R&D to meet HCMF’s institutional capacity needs.
- Translate the fellowship framework into annual work plans, budgets, recruitment calendars, training schedules, and implementation timelines.
- Oversee recruitment and selection processes end-to-end, including vacancy advertisements, application portal launch, CBT design, shortlisting, interviews, reference checks, and issuance of final offers.
- Ensure fellowship training content aligns with real system-strengthening work, including THWP productivity tracking, biometric deployments, registry integration, data governance, monitoring, evaluation and learning, and project management.
- Coordinate the delivery of all core courses, ensuring instructors, mentors, facilitators, and departmental supervisors deliver high-quality modules and weekly learning tasks.
- Manage field placements across ICT, Biometrics, PMU, and R&D units, ensuring fellows have designated supervisors, clear weekly deliverables, exposure to government projects, and timely performance feedback.
- Maintain training quality through oversight of assessments, midline and end-line evaluations, performance scoring, assignment grading, and capstone defense processes.
- Enforce programme rules, ethical standards, confidentiality requirements, NDPR compliance, attendance policies, and disciplinary procedures where necessary.
- Support the design and supervision of capstone projects that address real institutional or community problems and demonstrate practical competence across ICT, Biometrics, Project Management, or R&D tracks.
- Maintain and update the alumni and job placement system, ensuring strong linkages between fellowship outputs and staffing or consultancy opportunities within HCMF and partner institutions.
- Liaise with departmental leads, partners, MDAs, and donors to ensure alignment, programme visibility, high-quality mentorship, and meaningful field exposure.
- Monitor programme risks, including low applicant quality, mentor overload, or weak field placements, and design and implement mitigation strategies.
- Uphold the fellowship’s professional culture, ensuring fellows develop strong communication, analytical, leadership, field operations, and digital transformation competencies aligned with HCMF’s mission.
Education and Experience Requirements
- Bachelor’s degree in Public Health, Health Informatics, ICT, Project Management, Development Studies, or a related field (Master’s degree is a strong advantage).
- Minimum of 7 years of experience managing training programmes, fellowships, internships, or capacity-building initiatives.
- Strong understanding of digital health systems, ICT-enabled service delivery, or publicsector reform programmes.
