Solidarites International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 40 years the association has focused on meeting three vital needs – water, food and shelter. SI is present in North-East Nigeria since 2016 and is currently operating in 4 bases across Borno State (Maiduguri, Monguno, Ngala, and Dikwa) with outreach capacities across all BAY States through its emergency component. Currently, SI carries out emergency/post – emergency programs in WASH/FSL sector in North-West Nigeria where limited actors are currently present.

We are recruiting to fill the position below:

Job Title: Deputy Security Coordinator

Location: Maiduguri, Borno
Employment Type: Full-time
Contract Start Date: Projected contract duration is 6 Months with possible extension

Goal / Purpose

  • The Deputy Security Coordinator supports the coordination team in improving security management and access for the humanitarian intervention of SI in Nigeria
  • Under the line management of the Security & Access Coordinator and in collaboration with the Logistic Coordinator, Area Coordinator & Field Coordinators (FC), the Deputy Security Coordinator contributes to analyze the security context and the accessibility in Nigeria in order to provide the coordination team with useful information for the planning of SI humanitarian intervention and inform decision-making for the overall strategy and management of the mission.

Main Tasks
Security Networking with Key Actors:

  • Establish, develop and maintain relations and a network of contacts allowing the collection of information related with the humanitarian access and the context, specifically in the areas of intervention; and provide update to the line manager.
  • Represent SI to those stakeholders always in accordance with the approach agreed with his/her line management and in compliance with SI Policies.
  • Develop and update list of contacts (formal/ informal) and create a national level stakeholders map, develop and regularly update internal maps on safe and un-safe areas.

Monitor / Reporting / Communication:

  • Assess the security situation in Nigeria (focus on North East and North West) by collecting information from formal and informal network and/or the team and/diverse media (social media, blogs, webpages, etc.);
  • Collect information on humanitarian access and report regularly to the line manager;
  • Report immediately to the line manager any sudden changes on the access and security in the areas where SI operates and surroundings;
  • Prepare regular written reports on context, security and humanitarian access and share them with the line manager.
  • Update context part in the monthly/weekly sitreps
  • Support his/her line manager in developing/review and adapting the security guidelines/Packs for the teams and bases
  • Update and maintain the security incidents/events database and provide an analysis to the line manager.
  • Support the Security & Access Coordinator in the management of security incidents and if need be, act as focal point for the teams at national level for any access and security related issue.
  • Provide advice to the Security & Access Coordinator on measures to safeguard & security of the SI teams
  • Develop, update and conduct the national contextual briefing for new international staffs arriving to the mission, delocalized national staffs, and national staff recruited at coordination level.
  • Suggest to the Security & Access Coordinator, CD and the coordination team proper actions directed to promote the humanitarian intervention of SI in area with limited access
  • Support Field Coordinator Assistants in undertaking context analysis, network development & social structure of local communities.
  • Conduct Field Security assessments in new areas of interventions
  • Travel to the bases to gauge compliance, conduct training (Basic Security & Safety) and identify areas of improvement (Premises, info dissemination, communication, movements…)
  • In the absence of the Security & Access Coordinator take a delegation role
  • Any additional duties assigned by the line manager.

Management:

  • Acts as the functional manager of the Field Coordinator Assistants (FCA). This includes, but is not limited to:
    • Contribute to the recruitment process of FCAs.
    • Involve in the training & coaching of FCA on context analysis, network development and information analysis.
    • An active member of the Incident/Crisis Management Team (I/CMT) – Note taking, translation, media scanning among other roles.

Coordination:

  • Ensure overall coordination on Safety, Security & Access matters with the Program, Administration and Logistics Departments;
  • Facilitate the proper circulation of security information and context analysis on the mission.
  • Actively participate in external Security and Access coordination meetings (INSO, PLSO, NIF, UNDSS among others).

Profile

  • Professional experience: 2 years of experience in a similar position (NGO/Private or Public sector) and 2 years of progressive experience in an INGO. Experience working with SI is an advantage.
  • Education: At least a Bachelor’s Degree or equivalent in relevant field
  • Languages: English compulsory (Knowledge of relevant languages in the area of operation is an added Advantage)
  • Personal qualities:rigorous, organized, able to manage important workload, good learning capacity, initiative and autonomy, good communication, reactive, team spirit, good written and analyses capacities, resistance to stress, hardworking and flexible, demonstrable ability to maintain strict confidentiality.

Technical Competences:

  • Excellent analytical skills, writing and speaking
  • Demonstrable knowledge of project management
  • Excellent knowledge of MS office applications
  • Excellent knowledge of security protocol and procedure
  • Basics knowledge of geographical information system (GIS)
  • Demonstrable experience in managing staff safety and security
  • Regimental experience is an added advantage..
