Job Title: Democratic and Electoral Integrity Officer
Reports To: Elections and Democratic Engagement Lead

Job Purpose
The Democratic and Electoral Integrity Manager plays a key role in advancing electoral transparency, strengthening democratic systems, and promoting civic trust in Nigeria’s electoral institutions. The position supports the strategic implementation of PPDC’s electoral integrity programs, including monitoring, legal reforms, civic education, voter engagement, and multi-stakeholder advocacy. The role focuses on reinforcing accountable and inclusive electoral processes across federal and sub-national levels.
Working closely with the Elections and Democratic Engagement Lead, this role will support democratic resilience through partnerships, data-driven advocacy, community mobilization, and strategic litigation where needed.
Key Responsibilities
1. Program Implementation and Coordination
- Coordinate electoral integrity interventions in alignment with PPDC’s strategic goals and the Elections and Democratic Engagement Lead’s program direction.
- Lead program activities related to:
- Electoral monitoring and observation,
- Voter register transparency,
- Political financing accountability,
- Digital election technology oversight (e.g., BVAS, IReV).
- Monitor political developments and legal reforms affecting elections and provide timely policy responses.
- Support civic education campaigns that promote participation, accountability, and anti-disinformation efforts.
2. Policy Research & Legal Reform Advocacy
- Conduct legal and policy analysis on Nigeria’s Electoral Act, INEC guidelines, campaign financing rules, and political party regulations.
- Draft policy briefs, recommendations, and advocacy papers to inform national discourse on electoral reforms.
- Contribute to strategic litigation and public interest lawsuits to address voter suppression, electoral violence, or electoral malpractice, in collaboration with legal teams.
- Work with state and federal stakeholders to promote reforms that uphold electoral justice and strengthen democratic institutions.
3. Stakeholder Engagement & Coalition Building
- Maintain active collaboration with:
- Independent National Electoral Commission (INEC),
- State Independent Electoral Commissions (SIECs),
- National Orientation Agency (NOA),
- National Assembly Committees on Electoral Matters,
- Civil society election observers,
- Academic institutions, and
- Legal advocacy groups.
- Represent PPDC at technical working groups, town halls, public hearings, and consultations on democratic governance.
- Co-lead advocacy campaigns and coalition efforts to advance electoral accountability and protect civic space.
4. Electoral Data Monitoring & Analysis
- Work with the M&E and Tech teams to design tools for:
- Real-time election observation,
- Political finance tracking,
- Data transparency dashboards.
- Analyze election-related data to identify trends, risks, and patterns (e.g., voter suppression, violence hotspots, digital misinformation).
- Produce reports, infographics, and media content to inform citizens and stakeholders.
5. Community & Voter Engagement
- Support the design and roll-out of inclusive voter engagement programs, with a focus on:
- Women, youth, and persons with disabilities,
- Rural and conflict-affected communities,
- First-time voters.
- Drive campaigns to promote voter education, issue-based politics, and peaceful participation in electoral processes.
- Facilitate capacity-building workshops for CSOs, community monitors, youth-led movements, and election observers.
6. Fundraising & Proposal Development
- Identify opportunities for grants and partnerships focused on electoral integrity, civic participation, and democratic development.
- Support concept note and proposal development alongside the program lead and fundraising team.
- Engage with development partners, international democracy foundations, and donor agencies to align with funding priorities.
7. Monitoring, Learning, and Reporting
- Track project milestones and ensure compliance with donor and internal reporting standards.
- Document lessons learned, promising practices, and impact stories for scaling and replication.
- Contribute to PPDC’s annual reports, donor reports, policy digests, and learning briefs related to democratic governance.
Qualifications & Experience
- Bachelor’s degree (Master’s preferred) in Political Science, Law, Public Policy, Development Studies, or a related field.
- Minimum of 5–7 years of progressive experience in electoral governance, democratic reforms, legal advocacy, or civic engagement in Nigeria.
- Strong understanding of the Nigerian electoral framework and INEC procedures.
- Prior experience managing field teams, coordinating election observations, or engaging in electoral reform advocacy is highly desirable.
- Demonstrated experience working with government agencies, CSOs, and donor-funded programs.

Work Environment
- Based in Abuja with frequent travel to focal states during pre-election, election, and post-election periods.
- Works collaboratively with the Elections and Democratic Engagement Lead, Legal Reform Unit, and Civic Tech Team.
- Regular interface with CSOs, electoral bodies, communities, and donor agencies.
