1. Project Context
Nigeria’s elections are often held amid rising insecurity, raising significant concerns about their impact on electoral processes—both general and off-cycle. Leading up to the 2023 general elections, various regions experienced physical attacks on citizens and security officials, alongside the destruction of private property and public infrastructure by groups identified as bandits, insurgents, and terrorists. This was exacerbated by campaign violence, election-day clashes, propaganda, disinformation by political actors, and cyber-attacks on election technologies (e.g., IVED, ABIS, BVAS, IReV).
These multifaceted security threats erode voter confidence in the fairness and legitimacy of elections. They affect the Independent National Electoral Commission (INEC)’s preparations and deployment, the ability of political parties and candidates to campaign, voters’ rights to vote without interference, the overstretched security system’s capacity to protect the process, and INEC’s ability to declare results amid disruptions.
Currently, agencies like INEC, civil society organizations, and security bodies conduct separate security assessments using diverse methodologies and perspectives, often leading to contradictory findings. This lack of standardization and a common information-sharing system creates uncertainty about the security situation in specific locations, complicating deployment decisions and remedial actions. The reliability of these assessments also varies, highlighting the need for a unified approach.
2. Objectives and Expected Results
2.1 Objective
The Elections Security Information (ESI) Hub, hosted by the Secretariat of the National Peace Committee (NPC) at The Kukah Centre (TKC), aims to address these challenges. This technology-driven initiative seeks to:
- Serve as a virtual repository of diverse election security data (texts, videos, recordings, pictures), accessible remotely by verified users.
- Conduct monthly election security threat analyses using agreed-upon methodologies, shared with relevant stakeholders.
- Provide bi-weekly election security outlooks via papers, podcasts, advocacy materials, policy asks, advisories, and publications.
- Host periodic webinars and virtual trainings for public agencies, organizations, election administrators, observers, and the public on election security issues.
2.2 Expected Results
- Boosted civic vigilance, coordination, and activism for peaceful elections.
- Enhanced peace, unity, and security in Nigeria ahead of the 2027 elections through social and traditional media.
- Strengthened contributions from state-based peace architectures via media engagement.
- Establishment of a centralized platform at The Kukah Centre for election security information.

3. Responsibilities and Tasks
The Data Analyst will play a pivotal role in developing the ESI Hub’s database, overseeing data collection, management, and entry, and ensuring accuracy and reliability. Key tasks include:
- Daily review of uploaded data and supervision of Data Clerks.
- Ensuring accuracy and completeness of data entries.
- Collecting and analyzing data from multiple sources.
- Developing and maintaining data models and dashboards.
- Collaborating with the Research Manager to align analysis with project goals.
- Utilizing statistical tools and software for data analysis.
- Identifying trends and patterns in election security data.
- Generating analytical reports and visualizations for stakeholders.

Person Specification
We are seeking a skilled, detail-oriented Data Analyst to join our team. The ideal candidate will collect, analyze, and interpret data to inform decisions, identify trends, and drive improvements, with a strong analytical mindset, proficiency in data tools, and the ability to communicate insights effectively.
Qualifications, Experience, and Knowledge
- Bachelor’s degree in a relevant data science field or related discipline.
- Minimum 3 years of experience in data analytics, visualization, and management.
- At least 2 years of SQL programming experience and proven ability to design and analyze data in relational databases.
- 1–2 years of experience with data collection tools (e.g., CS Pro, ODK, Survey CTO) and data manipulation/cleaning using Python or R.
- Strong knowledge of statistical packages for data analysis.
- Experience on donor-funded projects is an advantage.
- Demonstrable experience collaborating with diverse stakeholders, including government institutions, electoral agencies, political parties, civil society, international organizations, and community groups.
- Professional background with international and local organizations focused on democratic governance and development aid.
- Proficiency in Microsoft Office Suite and computerized information management systems.
- Excellent communication and interpersonal skills, with the capacity to represent the organization professionally.
- Adaptability to changing situations while maintaining focus on delivery.
- Strong organizational skills, managing high workloads and multiple deadlines flexibly.
