HARAF has operational presence in Adamawa (all 21 LGAs), Borno, Yobe and Calabar with functional offices. HARAF thematic areas are CCCM/Shelter/NFIs, Food Security & Livelihood, Education and Protection (GBV, child protection, general protection) 

PROJECT OVERVIEW:

The protracted crisis in the Lake Chad Basin region remains one of the most severe humanitarian emergencies in the world, affecting the North East of Nigeria, the Far North region of Cameroon, the Lake region of Chad and the Diffa region in Niger. The crisis has unfolded in a region beset by chronic fragility where poverty, underdevelopment, gender inequality, unemployment and a lack of prospects for young people fuel extremism. This is compounded by environmental degradation and the impact of climate change.

The Boko Haram crisis caused numerous protection issues and human rights violations including sexual and gender-based violence. Because of gender inequalities and their specific needs, children, women, and girls, boys are facing high risks and vulnerabilities in this context. Countries in the region rank highly in the gender inequality index. Of the 189 countries ranked in 2020, Niger (189), Chad (187), were among the 10 countries with the highest gender inequalities, followed by Nigeria and Cameroon (ranked respectively 161, 153). Because of these inequalities, forced marriage and female genital mutilation for example is largely widespread and poorly reported. The prevalence of child marriage in the region is very high: 76% in Niger. In addition to GBV, women and girls face many barriers accessing their basic needs and those of their children given they are the principal caretakers (Report from High Event Forum- Yaoundé 2021).

Plan International Nigeria is about to implement the” Youth learn, earn and prosper in the Lake Chad region project” for a duration of 36 months. The objective of this project is to strengthen the resilience of adolescent and youth in food insecure regions of Lake Chad with a strong emphasis on peace building and social cohesion. 

In Nigeria, the project will be implemented in Adamawa (Girei and Fufore) LGAs and Borno (Damboa and Mafa) LGAs. The expected outcomes states that: 

1. Adolescent and youth have successfully applied life skills and entrepreneurial skills in Cameroon Niger and Nigeria to improve food production and their socio-economic situation. 
2. Adolescents and youth are empowered to make informed decisions on their SRHR and are supported to access appropriate SRH services. 
3. In Nigeria a strengthened locally-led peace architecture contributes to peacefully manage conflict and prevent violence from escalating.

THE PLANNED INTERVENTION SEEKS:  

1. Economic empowerment of the adolescent and youth with special focus on girls, through the acquisition of technical skills that will enable them to better cover their own needs (and those of their families), especially with food, through its production and processing; 
2. Improve the knowledge and behavior of both adolescent and youth and their families and communities, as well as their relevant service providers and institutions in the field of SRHR, so that they can make informed and self-determined decisions about their choice of partner, possible pregnancies, sexual preferences, free from stigmas and disadvantages or even persecution and fight against GBV.
3. Contribute to an environment for peaceful coexistence that will be created by strengthening existing and/or establishing new structures (if needed) for peaceful conflict resolution and for additional measures (dialogue/training formats) to promote peace and social cohesion in order to address intersectional causes of conflict (age, gender, exclusion, resources).

To this end, we are seeking the services of a qualified consulting firm to train adolescent and youth in gender roles and responsibilities at household level and according to the Gender transformative approach aimed by the program. 

SCOPE OF WORK:

The consulting firm will develop appropriate training and field manual; this, along with a training plan, will be presented in an inception meeting with Plan International and HARAF teams.

The consulting firm will lead and coordinate the training process. Specifically, the consulting firm will undertake the following:

• Training 120 youths for 5 months, then another 120 youths will be trained for another 5 months. Two well train facilitator for each LIC with ability to speak local language. 
  • Deliver the life skills package on: 
    • Behavioral changing, self-awareness (knowing and living with oneself), inter-personal skills (knowing and living with others) and thinking skills (making effective decisions) to improve their access to economic livelihood opportunities.
    • Entrepreneurial and business skills.
    • Strengthening the capacity to advocate for social change and contribute to community development/social cohesion.
  • There will be 5 sessions per month. 
  • Support the development of appropriate training and field manual.
  • Upon completion of the first batch of training (5 months), the consulting firm will produce an activity report (per the required format and data request) that will be submitted to Plan International and HARAF. o Incorporate comments from the Livelihoods and Protection project team into the draft report and produce a final report;
  • De-brief the Livelihoods and Protection thematic project team and other Plan International employees both at the field and Maiduguri office (after the training sessions and upon submission of the report);
  • Present life skill training plan and deliver it.
  • The consulting firm is expected to lead, accomplish and submit the deliverables above within the agreed timeframe and budget 

QUALIFICATIONS:

The consulting firm should have a university degree (Bsc+5) in gender studies, social sciences, sociology, psychology, social work, education, counselling or a relevant field; at least 5 years of working experience.

PROPOSAL REQUIREMENTS:

•     Consultant firm should Provide the legal documents of registration and operation of the its existence and compliance with the law.

• Provides reports of two similar training carried out and/or 2 recommendations from INGOs.
• Provide curriculum vitae of team members detailing knowledge/experience in the above areas.
• Proposed methodology.
• Detailed budget, including daily fee rates, expenses, taxes etc.
• Possible dates They/he/she will be available to commence the consultancy ASAP.
• Provide name of at least two references that can attest to the consulting firm capability to conduct this baseline study.
