Terms of Reference / Specifications: Consultancy services to develop a conceptual and detailed design of Integrated BHCPF ICT Platform for the National Primary Healthcare Development Agency (NPHCDA)

Purpose

  • Palladium invites applications from suitably qualified individual consultants to provide technical support to the National Primary Healthcare Development Agency (NPHCDA) BHCPF PIU to design an effective conceptual design as an initial step of developing the NPHCDA BHCPF ICT system which entails hosting the whole
  • NPHCDA BHCPF gateway processes online; these processes include the quarterly quality business plans, improvement plans, financial reports etc. The consultant will help create a clear user interface which is easy to understand and interpret. Also, the consultant will describe the roles of different users and their requirements in detail so that the project is better understood from the offset. In this Request for Proposal, Palladium expects offerors to develop a custom solution and proposal to
  • Palladium for consideration. Bidders are required to provide justification for the work proposed or methodology to be adopted. This will be a Best Value procurement.

Type of Contract:

  • This is a firm fixed price deliverable-based contract. The consultant is expected to satisfactorily accomplish the deliverables before he/she gets paid for that deliverable. The IHP Chief of Party reserves the right to confirm if a deliverable is delivered adequately or otherwise. No price change is expected after contract is signed. IHP will not pay for cost of any deliverable that is not complete, of quality and delivered on time.

Anticipated Contract Term

  • The anticipated performance period for the consultancy is June 20, 2022, to August 30, 2022. As a firm fixed price consultancy based on deliverables, Palladium will only pay for deliverables that have met the standards and expectations of the program and which is also delivered within assigned timelines.

Project

  • The Integrated Health Program (IHP) is a USAID-funded five-year project with a mandate to improve health systems, improve access to and increase quality of primary health care in designated states (Sokoto, Bauchi, Kebbi, Ebonyi and FCT). IHP is working with state governments to strengthen and advance operationalization of health finance reforms towards attainment of universal health coverage.
  • IHP aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs). As part of this mandate, IHP is working at the national and state levels to strengthen the implementation of the Basic Health Care Provision Fund (BHCPF).
  • The BHCPF was established under Section 11 of the National Health Act (NHAct), as a catalytic funding mechanism towards achieving Universal Health Coverage (UHC) in Nigeria. The fund is designed to provide additional funding to the health sector through three gateways: National Health Insurance Scheme (NHIS);
  • National Primary Health Care Development Agency (NPHCDA); and Emergency Medical Treatment (EMT). The NPHCDA is responsible for implementing the NPHCDA Gateway through the SPHCBs. Within the NPHCDA, a BHCPF Programme Implementing Unit is responsible for coordinating the implementation of the Gateway and wants to digitise the NPHCDA implementation aspect of the BHCPF (NPHCDA BHCPF ICT System). This ICT system entails hosting the whole NPHCDA BHCPF gateway processes online; these processes include the quarterly quality business plans, improvement plans, financial reports etc.
  • As an initial step of developing the NPHCDA BHCPF ICT system, it is important to design an effective conceptual design to help create a clear user interface which is easy to understand and interpret. It would help to describe the roles of different users and their requirements in detail so that the project is better understood from the offset

Scope of Work and Standards
Background:

  • The USAID – Integrated Health Program (IHP) wishes to hire a consultant to design an effective conceptual design as an initial step of developing the NPHCDA BHCPF ICT system which entails hosting the whole NPHCDA BHCPF gateway processes online; these processes include the quarterly quality business plans, improvement plans, financial reports etc. The consultant will help create a clear user interface which is easy to understand and interpret. Also, the consultant will describe the roles of different users and their requirements in detail so that the project is better understood from the offset.

Services Description:
Under the supervision of the NPHCDA (BHCPF PIU) and with reporting responsibility to USAID-IHP, the  consultant will perform the following tasks:

  • Conduct meetings with key NPHCDA staff to examine current systems, evaluate the problem, business processes and needs, and gather requirements for the new system to be hosted online.
  • Conduct desk research on the best online solutions to address the current needs of NPHCDA and determine the appropriate entities to provide the functions and functional relationships between the BHCPF processes to be hosted online
  • Produce an explicit design concept report with schematic of the user interphase for NPHCDA gateway process online (what to make and how to make it) with a clear understanding of the project feasibility and costings reports. This would include information on users, business process, service blueprint (when, where, how), needs, requirements, optimization strategies, visuals (covering user and system flow, interface, layout, menus, colors etc), modules, elements, ideal aesthetic style with most effective user-friendly structure, costing, timelines etc.

Reporting:

  • The successful consultant would report to the Director, Planning Research and Statistics through the BHCPF Program Lead. All deliverables must be approved by the BHCPF Program Lead prior to submission and review by IHP for payment.

Intellectual property right:

  • The finalized document provided by the consultant and the output of this engagement remains the Intellectual property right of the NPHCDA.

Deliverables
The expect consultant is expected to carryout the following as part of the key delivarable:

Eligibility Requirements
The firm/consultant shall demonstrate the following competencies and capacity:

  • Has competence in use of various Software Application programming languages
  • Must have excellent knowledge of Python and Java scripting programming language.
  • 3 – 5 years of experience in business or ICT systems analysis or a related field.
  • Exceptional analytical and conceptual thinking skills.
  • Must have done a similar job in the past.
  • Must be conversant with the Nigerian Health Sector, with a fair understanding of BHCPF. Knowledge of BHCPF processes would be a plus.
  • Advanced IT knowledge and excellent documentation skills. Consultant must be aware of the latest trends in technology.
  • Knowledge of cloud service architecture.
  • Excellent written communication skills.
  • Ability to work without close supervision
  • Ability to deliver within tight deadlines.
