Title: Consultant to Design and Develop a Media Tracker for Health Policy Monitoring and advocacy
Implementing Partners: International Society of Media in Public Health (ISMPH) in collaboration with EngenderHealth
Duration: [5 weeks]
Location: Abuja – Nigeria
1. Background
The International Society of Media in Public Health (ISMPH), in partnership with EngenderHealth, is implementing the Advocacy Solutions to Improve PHC Delivery and Health Outcomes project. This initiative focuses on key areas including Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH), Primary Health Care (PHC), the Sector-Wide Approach (SWAp), health insurance, and care for small and sick newborns.
To strengthen accountability, increase public awareness, and support evidence- based advocacy, a comprehensive Media Tracker will be developed. This digital tool will monitor, analyze, and visualize media coverage, policy commitments, and public discourse related to health policy issues at the national level and in Kaduna, Kano, and Lagos States.
2. Objective of the Consultancy
To design and develop a web- and mobile-based Media Tracker platform with integrated analytics to support monitoring, tracking, and visualization of media content related to health policy issues.
3. Scope of Work / Key Responsibilities
- Conduct virtual stakeholder consultations to assess data needs, user preferences, and reporting requirements.
- Design and develop a user-friendly, web-based Media Tracker equipped with robust analytics and data visualization features.
- Integrate functionality to tag, categorize, and filter media reports and policy statements by theme, geography, and stakeholders.
- Build an interactive dashboard that supports real-time data tracking, filtering by state, health topic, and key actors.
- Develop and deploy a mobile-friendly version of the tracker, compatible with both Android and iOS platforms.
- Ensure seamless user experience across devices with responsive design and intuitive navigation.
- Provide hands-on training and user support for ISMPH staff, including technical guidance for system use and maintenance.
- Offer technical support during the pilot rollout to troubleshoot issues and incorporate feedback into platform refinement.
- Produce media publications for publication across geographic locations
4. Deliverables
- Inception Report outlining methodology, timeline, and work plan.
- Functional and tested Media Tracker platform (Web + Mobile version).
- Comprehensive User Manual and Technical Documentation.
- Two (2) virtual training sessions for ISMPH staff, EngenderHealth and State Public Relation Officers for Kano, Kaduna and Lagos Ministries of Health.
- Final Report capturing implementation insights, system performance, lessons learned, and recommendations.
5. Duration and Timeline
The consultancy is expected to run for 5 weeks, starting from the date of the
contract signing. A detailed timeline will be agreed upon during the inception phase.
6. Reporting and Supervision
The Consultant will report directly to the ISMPH Program Director and work closely with EngenderHealth’s Advocacy and MERL team.
7. Qualifications
- Proven experience in web and mobile application development.
- Demonstrated expertise in data visualization and dashboard development.
- Previous experience developing digital tools for media monitoring, policy tracking, or public health is an advantage.
- Strong communication skills and ability to train non-technical users.
8. Application Process
