Action Against Hunger is the world’s hunger specialist and leader in a global movement that aims to end life-threatening hunger for good within our lifetimes. For 40 years, the humanitarian and development organization has been on the front lines, treating and preventing hunger across nearly 50 countries. It served more than 21 million people in 2018 alone.

We are recruiting to fill the position below:

Job Title: Consultant – GFFO Project Independent Final Evaluation

Location: Nigeria

Details

  • We seek to conduct an end-of-project evaluation exercise to assess the project implementation process, achievements, successes, lessons learnt, and recommendations, as an exercise of learning and accountability.

Geographical scope covered by the analysis:

  • Borno and Yobe States, North-East, Nigeria.

Profile of the Consultant (Qualifications and Experience)

  • The external evaluator/team must have experience and significant knowledge of humanitarian response mechanisms, specifically regarding the Northeast, Rapid Response Mechanism, and have previous experience in conducting external evaluations for emergency responses, especially in Monitoring and Evaluation and Water, Hygiene, and Sanitation (WASH) sector.
  • The evaluator/evaluation team must be external and independent of all stakeholders of the project.

In addition, the following characteristics are highly desirable:

  • Relevant Master’s Degree / equivalent related to the evaluation to be undertaken, Ph.D. will be an added advantage.
  • Significant experience (5-8 years) in coordination, implementation, monitoring, and evaluation of emergency response programmes, and expertise in WASH and Protection sector.
  • Demonstrated experience of evaluating humanitarian response projects is essential (experience of evaluating GFFO-funded projects is desirable).
  • Fluency in English and ability to write clear and concise reports (examples of previous work will be requested).
  • Ability to manage the available time and resources and to work on tight deadlines.
  • Understanding of GFFO requirements as a humanitarian donor and specific requirements for this evaluation.

  • All interested consultants should send Expression of Interest electronically from Thursday 28th July 2023 by 12 noon in order to receive the full ToR.
  • Proposal without a request for the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with a concept note while responding to this expression of interest (Eol).
  • The sending of the full ToR will commence from Monday 3rd August 2023 until the deadline of the submissions to all expressions of interest from prospective consultants, and submission of proposals.
