Green Concern for Development (GREENCODE) is a national non-governmental organization registered in Nigeria since 2007 and implementing a range of humanitarian and developmental programs in different parts of Nigeria. GREENCODE programs are in the areas of Nutrition, Protection (GBV)/Sexual and Reproductive Health, WASH, Shelter/NFI/CCCM, Food Security/Livelihood, Accountable Governance, Environmental Management, and Peace Building.

Job Title: Consultant – Development of Humanitarian Coordination SOP and Guidelines
Location: GREENCODE Office, Maiduguri, Borno – with potential field consultations
Duration: 15 Working Days

Background
- As part of its institutional strengthening under the NRC Naija IGNITE Facility, GREENCODE seeks to develop a structured Humanitarian Coordination Standard Operating Procedures (SOPs) and Guidelines to ensure effective, timely, and collaborative response during emergencies.
Objective of the Assignment
- To develop comprehensive SOPs and Guidelines for Humanitarian Coordination that will serve as an operational reference for GREENCODE staff, partners, and stakeholders to facilitate efficient, inclusive, and accountable emergency coordination.
Scope of Work
The consultant will be responsible for:
- Reviewing GREENCODE’s current humanitarian response practices, existing coordination documents, and relevant frameworks.
- Mapping key actors and stakeholders involved in humanitarian coordination.
- Facilitating participatory consultations with staff, partners, and stakeholders to inform SOP development.
- Drafting user-friendly SOPs and practical guidelines tailored to GREENCODE’s operating context and mandate.
- Facilitating a validation workshop with key stakeholders.
- Finalizing and submitting the SOPs and Guidelines.
Key Deliverables
- Inception Report detailing methodology, work plan, and consultation schedule
- Draft Humanitarian Coordination SOP and Guidelines
- Validation Workshop Report
- Final SOP and Guidelines documents in editable and PDF formats
Expected Timeline:
Total duration: 15 working days:
- Desk review and planning – 3 days
- Stakeholder consultations – 4 days
- Drafting of SOPs and guidelines – 5 days
- Validation and finalization – 3 days
Required Qualifications and Experience
- Advanced Degree in Humanitarian Affairs, Development Studies, Public Administration, or related fields
- Minimum 5 years’ experience in humanitarian programming, coordination mechanisms, or operational planning
- Proven experience in developing SOPs, organizational guidelines, or manuals for NGOs or donor-funded projects
- Strong understanding of the Nigerian humanitarian context and coordination architecture (e.g., clusters, inter-agency mechanisms)
- Excellent writing, facilitation, and consultation skills
Key Competencies:
- Strong analytical and organizational skills
- Ability to synthesize technical content into accessible language
- Excellent communication and stakeholder engagement skills
- Familiarity with NRC or similar donor standards is an asset.
