Consultancy: Writing a Synthesis Report on Gender Responsive Budgeting At Oxfam


Oxfam, in collaboration with the Federal Ministry of Agriculture is organizing a policy dialogue that will promote evidence-informed policymaking on Gender Responsive Budgeting for Small-Scale Women farmers in Nigeria. The core objectives of this activity are to: 

  1. Ensure the participation of smallholder women farmers in the budgeting process:  that resources are allocated in an equitable and just manner that recognizes the experiences, needs, and priorities of women, girls, and men. 
  2. Increased women’s participation and inclusion in decision-making: to allow effective representation and consideration of needs and wants of smallholder women farmers. 
  3. Institute methods for the continuous collection of gender-disaggregated data: to achieve their immediate, interim, and long-term plans toward attaining food security in the nation, the government must use gender-disaggregated data to ensure that interventions are tailored to meet the needs of women smallholder farmers and the men to women ratio is considered during the implementation of public and private sector lead interventions.

Oxfam is looking for a consultant to write a synthesis report on Gender Responsive Budgeting (GRB) drawing from the country and regional work that we have already done, with a focus on Nigeria. 

The synthesis report builds Oxfam’s narrative around various aspects of GRB found in the already completed research reports and briefings. We also expect the synthesis report to draw on research done by other organizations to fill some of the gaps and identify further research questions.  It will examine the institutional setup in Nigeria to channel resources to women and girls; who decide spending priorities (i.e., who are the key actors and decision-makers);  whether the funds and their managers cater the experiences, needs and priorities of women, girls and men; what the needs are for women and girls; how they currently cover those needs (or not); good practices with regard to enabling policies and institutional set ups for GRB (what is the best design for Federal and State governments to ensure that they are gender responsive, and what kind of supportive policies are needed).

The synthesis report will compare the Federal and State programmes. What do the programmes look like? What works and what doesn’t? How accessible are the programmes? Do Ministries of Agriculture, particularly through their extension agents, work with female as well as male smallholders?  What does all this look like from the bottom up and from the local level, particularly at the village or district level? 

2.0. Key products and deliverables

  • An inception report and an initial meeting in which the consultant proposes an outline of the synthesis report. 
  • A synthesis report of around 25-30 pages (excluding bibliography & annexes); 
  • An executive summary of no more than 1.5 pages including key findings and conclusions.
  • An online presentation (incl. PPT) of the synthesis report to policymakers during a policy dialogue.
  • Facilitate a policy dialogue and develop a communique at the end of the policy dialogue.

3.0. Methodology

  • Read the completed studies and review both Oxfam and non-Oxfam literature.
  • Use qualitative coding (manual or with a qualitative data analysis program like Dedoose or Nvivo) to identify common themes across the studies.
  • Write the report based on the prior steps.
  • The project is estimated at 10 work days for the selected author
