Background:
Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation. With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. As the crisis has persisted, Mercy Corps’ strategy has also expanded to address the root causes of the conflict and seek to build the long-term resilience of communities with integrated programs focusing on governance, the recovery of markets and livelihoods, social cohesion and social protection, youth empowerment, and local conflict management.
Program/ Department Summary
Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. In a consortium partnership with Monclub and with funding from ECHO, Mercy Corps will continue its engagement in several interventions including but not limited to livelihoods, Shelter, and capacity building of humanitarian response actors. Mercy Corps is scaling-up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area under the project titled Supporting Underserve Needs (SUN) in Marte LGA of Borno State. The Goal of the program is to save lives and prevent human suffering among displaced, returnee and host households in Borno State. The Goal aligns with Borno State Government and overarching mission statement to “save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters”. The scope of the program is also in alignment with the three strategic objectives of the Humanitarian Response strategy for Nigeria, which are:
- Save lives by providing timely and integrated multi-sector assistance and protection interventions to the most vulnerable.
- Enhanced timely, unhindered, and equitable access to multi-sector assistance and protection interventions through principled humanitarian action.
- Strengthen the resilience of the affected population, promote early recovery and voluntary and safe durable solutions to displacement and support social cohesion.
Environmental Hazard can affect thousands of people. Deforestation takes lives, causes serious injuries, destroys property, and has long term impacts on livelihoods. Recovery is a long and difficult process, which can be exacerbated in settlements where financial instability, insecure tenure and a lack of insurance are common. But this global Deforestation problem remains largely neglected, and are rarely reported in international media, even when they amount to major community-wide disasters. Moreover, there are too few investments in Deforestation risk reduction for informal settlements globally. Limited resources and a myriad of competing needs and risks inhibit communities’ ability to improve safety. Where resources are devoted to Deforestation safety, investments are seldom informed by a holistic consideration of the risk and potential risk reduction options. Local Deforestation safety lessons learned, and success stories are also rarely shared between settlements, let alone across borders. It is time to empower communities with alternative source of cooking firewood knowledge, resources, and support so that they can become resilient to prevent Environmental Hazard. This framework is an initial step towards facilitating this movement.
Consultant Objectives:
To facilitate the proper implementation of Mercy Corps’ FSL responses in Marte under SUN the consultant will organize Five (5) Days of training of trainers (ToTs) sessions on Briquette production/making, and the sessions will be organized in Maiduguri.
Consultant’s Activities:
The Consultant will:
- Conduct Training of Trainers (ToT) to Mercy Corps staff on Briquette production/making.
- Test the Briquette produced during the training.
- Conduct an assessment of the availability of local resources in Marte for Briquette production/making.
- Write a comprehensive report on the (c) above, with clear indicators and outcomes to measure the impact of the ToTs.
- Develop and test basic Briquette production/making Manuals (softcopies and hardcopies) on the subject. The Mercy Corps logo shall be pasted and shall be visible on the developed Manual.
- Mercy Corps Shall use the developed Manual to further train its Staff and participants.
- Training Report.
The training will be focused on Environmental Hazard, Deforestation and Briquette production/making to enable the trainees to.
- Map the available resources for the Briquette production/making in their areas.
- Roll out full-length Briquette production/making.
- Establish a self-help mechanism to prevent deforestation.
- Analyses potential disaster risks and hazards in their settlements.
- Sensitize the neighborhood to proactively plan and roll out a self-help mechanism ahead of Environmental Hazards (Deforestation) to minimize the damage and loss of resources and lives.

Method of Application
Interested and qualified applicants should submit the following:
- Copy of Tax Identification Number
- Contract or service completion report in Briquette Production of his/her experience (past/present).
- Submission of two or more reports on any facilitation of briquette training done
- Copy of contract for experience working with FAO/Food Security Cluster on SAFE programming.
The shortlisted Consultant will undergo:
- Competency test (written and oral) under the supervision of the Technical Team, with much consideration on the available resources as per the context of Marte
