Project Background:
Women in New Nigeria and Youth Empowerment Initiative (WINN) has a longstanding partnership with Christoffel Blinden Mission (CBM) International, successfully implementing several CBMfunded projects in Borno State, Nigeria. CBM has secured funding from the German Federal Foreign Office (GFFO) to be implemented by WINN in Borno State with technical support from
CBM. The project covers three (3) main thematic areas; GBV (gender Based Violence) and MHPSS (Mental Health and Psychosocial Support) and Mainstreaming Disability Inclusion.
The project aims to enhance living conditions and ensure access to inclusive humanitarian assistance for populations affected by displacement due to complex humanitarian crises, including internally displaced persons (IDPs), refugees, returnees, and host community members. The project places a special emphasis on addressing the needs and rights of persons with disabilities. Through targeted measures in the sectors of health and protection, the project seeks to create a more inclusive and supportive environment for all affected individuals in Borno State.
Purpose of the Consultancy:
The primary purpose of this consultancy is to assess 5 primary healthcare facilities in the project locations and develop detailed and tailored Bills of Quantities (BoQs) for their rehabilitation. The consultancy aims to ensure these facilities meet the standards of inclusive health service delivery. This will involve working very closely with primary healthcare (PHC) officials at the facility levels and collaborating with the project teams from WINN and CBM to gather comprehensive data and ensure the proposed interventions align with actual needs and project objectives.
Scope of Work
The consultant will undertake the following tasks:
Thorough and Tailored Assessment of Primary Healthcare Facilities:
- Conduct thorough assessments of 5 healthcare facilities in Gwoza, Konduga, MMC, and Jere LGAs.
- Evaluate current infrastructure, and accessibility features, and of PHCs
- Work with facility officials to Identify and document existing gaps in facilities, and infrastructure, focusing on inclusion and accessibility for Persons with Disabilities (PWDs).
- Conduct stakeholder consultations with healthcare workers, patients, community leaders, and OPDs to gather comprehensive data on facility needs and challenges.
- Perform a detailed analysis of the physical condition of buildings, availability, condition, and adequacy of accessibility features such as ramps, signage, and sanitary/WASH facilities.
Development of Detailed Bill of Quantities (BoQs):
- Prepare detailed BoQs for each assessed healthcare facility, outlining necessary rehabilitation and adaptation works to meet inclusive health service delivery standards.
- Include detailed specifications and cost estimates (using current market value) for all required infrastructure modifications, and accessibility enhancements.
- Ensure that BoQs address all identified gaps and align with international standards for inclusive healthcare facilities.
- Collaborate with WINN, CBM, and other stakeholders to ensure the accuracy and relevance of the BoQs.
Stakeholder Engagement and Advocacy:
- Facilitate stakeholders (including facility officials, Organization of Persons With Disabilities, community leaders women and girls) meetings to discuss assessment findings, proposed BoQs, and implementation strategies as well as validate findings and gather additional inputs.
Monitoring and Evaluation (M&E) Framework:
- Develop a robust M&E framework to track the implementation of BoQs and the impact of rehabilitation works on service delivery.
- Provide tools and guidelines for regular monitoring and evaluation of the rehabilitated facilities by WINN and partners.
Reporting:
- Prepare a very detailed assessment report (with justification for recommended works to be done on the facility) detailing the findings from the facility assessments, including high quality photographs, descriptions of current conditions, and identified needs.
- Submit detailed BoQs for each healthcare facility, including specifications, cost estimates, and possible implementation timelines (workplan).
- Provide a stakeholder engagement report summarizing consultations, feedback, and input from various stakeholders.
- Compile a final consultancy report encompassing all deliverables, findings, and recommendations.
Deliverables

Duration of Consultancy
The consultancy is expected to be completed within 2 weeks from the date of signing the contract.
Required Qualifications and Experience
- Advanced degree in Civil Engineering, Architecture, Public Health, or related field.
- Minimum of 5 years of experience in assessing and developing BoQs for healthcare facilities or equivalent.
- Proven experience working on projects focused on disability inclusion and inclusive healthcare.
- Familiarity with the humanitarian context in Nigeria, particularly Borno State.
Skills:
- Strong analytical and assessment skills.
- Excellent report writing and communication skills.
- Ability to engage effectively with diverse stakeholders.
- Knowledge of local context and languages is an asset.
