1. Background
Terre des hommes (Tdh) is committed to strengthening the capacity of local actors to effectively advocate for child rights, women’s rights, and protective social norms in Borno State. As part of ongoing localization and systems-strengthening initiatives, Tdh supports community-based advocacy taskforces across several LGAs. These taskforces engage with key stakeholders: including legislators, parliamentary structures, traditional/community leaders, and opinion influencers to promote the domestication, ratification, and implementation of relevant child protection and gender-related laws.
To deepen their influence and preparedness, Tdh seeks a qualified consultant to deliver Advocacy Capacity Strengthening Training that equips these taskforces with the competencies required to strategically engage decision-makers and drive sustainable social change.
2. Purpose of the Consultancy
The purpose of this consultancy is to build the advocacy skills, strategic communication capacity, and influencing abilities of Tdh-supported advocacy taskforces to enable them to effectively champion child rights and women’s rights at community and local government levels.
3. Objectives
The consultancy aims to:
- Strengthen participants’ understanding of structured advocacy processes, tools, and frameworks.
- Enhance their capacity to influence legislators, parliamentary actors, and policy gatekeepers.
- Build skills for engaging communities and traditional leaders to shift harmful social norms.
- Support the development of targeted advocacy messages and action plans for Borno State.
- Increase confidence in navigating political, cultural, and power dynamics affecting rights-based advocacy.
4. Scope of Work
The consultant will be responsible for:
- Conducting a brief pre-training needs assessment.
- Developing a context-specific advocacy training curriculum.
- Delivering in-person training sessions covering topics including:
- Understanding child rights and women’s rights frameworks in Nigeria.
- Policy environment in Borno State: gaps, opportunities, and influencing entry points.
- Advocacy cycle and strategy development.
- Stakeholder mapping and power analysis.
- Message development and effective communication techniques.
- Engaging legislators, local government structures, and parliamentary bodies.
- Social norms change and community mobilization.
- Media and digital advocacy (where relevant).
- Monitoring, evaluation, and documentation of advocacy interventions.
- Facilitating group work, simulations, and practical exercises.
- Supporting taskforces to draft or refine State and LGA-level advocacy action plans.
- Providing post-training recommendations.
5. Deliverables
The consultant will provide:
- A short training needs assessment summary.
- A detailed training curriculum and agenda.
- Training materials (slides, handouts, case studies, exercises).
- Delivery of a full training workshop 2nd – 6th March 2026 (Tentative).
- Post-training report including outcomes, participant feedback, and recommendations.
6. Duration and Location
- Training Dates: To be determined
- Duration: full training days plus preparation and reporting.
- Location: Maiduguri, Borno State.
7. Required Documents and Qualifications
The consultant must have:
- Certificate of Incorporation (CAC Certificate): Proof of legal business registration in Nigeria (if applying as a company).
- Tax Identification Number (TIN): Proof of tax compliance (if applying as an Individual).
- Tax Clearance Certificate: Proof of tax compliance (if applying as a company).
- Valid Means of Identification: National Identity Card, Driver’s License, or International Passport.
- SCUML Registration Certificate: Evidence of registration under anti–money laundering and counter-terrorism financing regulations applicable to designated non-financial institutions (if applying as a company).
- Proven experience in advocacy training within humanitarian or development contexts.
- Strong understanding of Nigerian policy systems, especially in Northeast Nigeria.
- Expertise in child rights, gender rights, and social norms programming.
- Demonstrated facilitation skills and experience working with community structures.
- Excellent communication, analytical, and documentation skills.
8. Coordination and Reporting
The consultant will report to Tdh’s Localization and System strengthening Manager and work closely with the Tdh Advocacy Task force
9. Logistics and Support
Tdh will provide:
- Training venue, logistics, and refreshments.
- Participant mobilization.
- Printing of materials.
- Administrative support as needed.
